Abstract

The orientation of values in the formal level or the principle of positive law or can be said to be written for example is what is stated in the 1945 Constitution. While the norms or orientation of non-written values exist in society that have been mutually agreed upon and supervised by community leaders. These values then became the basis in the implementation of the life and work practices of various social groups through certain institutions, one of which was by the National Police of the Republic of Indonesia (Polri) group.

The condition of service to the community in Manado Police is not necessarily the same service model as done by the same institution in other cities. The community always interacts with the police and adjusts to police officers who base their services based on their value orientation.

Good service will image a good government agency in the eyes of its people. The police are not only part of real life in society but the police are also included in the normative element. Police who are classified as one of the law enforcement have a duty as agents of the effort to form an ideal community life. Efficient, effective, and democratic public services are highly expected by the public.

In response to the community's hopes of becoming a professional policeman in eradicating street crime in Manado, Manado police formed two special teams, the Paniki Team and the Cycling Patrol. Both teams are based in Manado Police. The presence of these two teams, plus the Barracuda team and other teams at the Police level, will make it easier for the police to reduce crime rates.
