ANALISIS PENCAPAIAN INDIKATOR KAPITASI BERBASIS KOMITMEN (KBK) TERHADAP PEMBAYARAN DANA KAPITASI DI PUSKESMAS WAWONASA KOTA MANADO

Abstract


Latar Belakang: Salah satu faktor yang mempengaruhi didalam terselenggaranya Jaminan Kesehatan Nasional adalah pembiayaan. Dalam pemenuhan pembayaran kapitasi yang maksimal, yakni 100% Fasilitas Kesehatan Tingkat Pertama harus memenuhi indikator yang dikeluarkan oleh BPJS Kesehatan tentang Kapitasi Berbasis Pemenuhan Komitmen (KBK). Penelitian dilaksanakan di Puskesmas Wawonasa Kota Manado. Metode Penelitian: Penelitian ini merupakan penelitian kualitatif. Penelitian ini dilakukan di Puskesmas Wawonasa Kota Manado pada bulan Mei-Juni 2018. Informan penelitian didapatkan dengan teknik non-probabilitas dengan prinsip kesesuaian berdasarkan pengetahuan atau pengalaman informan terkait objek yang ingin diteliti. Informan dalam penelitian ini berjumlah 6 orang. Instumen penelitian digunakan yaitu berupa pedoman wawancara, alat perekam suara, kamera digital alat tulis-menulis. Hasil Penelitian: indikator mempengaruhi pencairan dana kapitasi di puskesmas yaitu kapitasis berbasis pemenuhan komitmen, yang terbagi dari angka kontak, rasio rujukan non spesialistik, serta rasio peserta prolanis rutin berkunjung. Kesimpulan: Capaian angka kontak belum tercapai sesuai target dan masih berada dalam batasan zona tidak aman, untuk rasio rujukan kasus non spesialistik berada dalam batasan zona aman, serta untuk indikator peserta prolanis rutin berkunjung ke FKTP berada dalam batasan zona aman

ABSTRACT

Background : One of the factors that influence the implementation of national health insurance is the financing. In fulfillment of the capitation payments to the maximum is 100 %, first level health facilities should meet the indicators issued by the health BPJS about capitation-based actor commitment (CBC). The research was conducted in the health center at Wawonasa the city of Manado Methods: This is a qualitative research. This research was conducted at the Puskesmas Wawonasa Manado city in may – june of 2018. The research informants obtained with non-probability technique with the principle of suitability based on knowledge or experience of the informants related the object to be observed. The information in this study consist of 6 people. The research instrument used in the form of interview guidelines, voice recorder, digital camera, and stationery.
Results: Indicators affect the disbursement of funds kapitasis in puskesmas, namely the capitation-based fulfillment of commitments, which divided from the contact numbers, the ratio of reference non-specialist, as well as rasido participants prolanis routine visit. Conclusion : The achievements of the contact numbers has not been achieved on target and still within the boundaries of the zone is not safe, for rasido the referral of cases of non specialist is in a reply to a safe zone, as well as for indicators of a participants prolanis routine visit to the FKTP be in a reply to a safe.
