HUBUNGAN ANTARA PENERAPAN TOTAL QUALITY MANAGEMENT (TQM) DENGAN KINERJA PEGAWAI DI PUSKESMAS MINANGA

Abstract


Mutu terpadu atau disebut juga Total Quality Management (TQM) dapat didefinisikan dari tiga kata yang dimilikinya yaitu: Total (keseluruhan), Quality (kualitas, derajat/tingkat keunggulan barang atau jasa), Management (tindakan, seni, cara menghendel, pengendalian, pengarahan). Dari ketiga kata yang dimilikinya, definisi TQM adalah: “sistem manajemen yang berorientasi pada kepuasan pelanggan (customer satisfaction) dengan kegiatan yang diupayakan benar sekali (right first time), melalui perbaikan berkesinambungan (continous improvement) dan memotivasi karyawan “. Tujuan penelitian yaitu untuk mengetahui hubungan antara penerapan total quality management dengan kinerja pegawai di Puskesmas Minanga. metode penelitian adalah deskriptif analitik dengan pendekatan cross sectional study. Penelitian dilakukan di Puskesmas Minanga dan waktu pelaksanaannya pada bulan Januari sampai bulan Februari tahun 2020. Responden ialah pegawai yang berada di Puskesmas Minanga. penelitian ini adalah semua pegawai yang berada di Puskesmas Minanga yang berjumlah 40 pegawai. Analisis data yang digunakan berupa analisis univariat dan analisis bivariat. Pengolahan data yang digunakan uji Chi Square test.  untuk tingkat signifikansi 95% (α = 0,05). Hasil penelitian didapatkan kinerja baik 62,5%, pendidikan dan pelatihan dilaksanakan 62,5%, kesatuan tujuan dilaksanakan 75.0%, pelibatan dan pemberdayaan pegawai dilaksanakan 50,0%. sehingga memperlihatkan adanya hubungan yang signifikan antara pendidikan dan pelatihan dengan kinerja pegawai (p-value = 0,023 < 0,05) adanya hubungan antara kesatuan tujuan dengan kinerja pegawai (p-value = 0,024 < 0,05) dan adanya hubungan antara pelibatan dan pemberdayaan pegawai dengan kinerja pegawai (p-value = 0,000 < 0,05).

ABSTRACT

Integrated quality or also called Total Quality Management (TQM) can be defined from the three words it has, namely: Total (overall), Quality (quality, degree / level of excellence of goods or services), Management (action, art, holding, controlling, directing ). Of the three words that it has, the definition of TQM is: "a management system oriented to customer satisfaction with activities that are pursued absolutely right (right first time), through continuous improvement and motivating employees". The research objective is to determine the relationship between the application of total quality management with employee performance at the Minanga Health Center. The research method is descriptive analytic with cross sectional study approach. The study was conducted at the Minanga Health Center and the time of its implementation was in January to February 2020. Respondents were employees who were at the Minanga Health Center. This study is all employees who are in Minanga Health Center, amounting to 40 employees. Analysis of the data usedin the form of univariate analysis and bivariate analysis. Data processing used was Chi Square test. for a significance level of 95% (α = 0.05). The results of the study showed good performance62.5%, education and training carried out 62.5%, unity of objectives carried out 75.0%, involvement and empowerment of employees carried out 50.0%. thus showing a significant relationship between education and training with employee performance (p-value = 0.023< 0.05) there is a relationship between unity of purpose and employee performance (p-value = 0.024 < 0.05) and the relationship between employee engagement and empowerment and employee performance (p-value = 0,000 < 0.05).
