SMART GOVERNANCE DI HALMAHERA UTARA SEBAGAI UPAYA INOVASI PELAYANAN PUBLIC DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL

Abstract


ABSTRAK

Pelayanan publik merupakan proses sekaligus output yang menunjukkan bagaimana fungsi pemerintah dijalankan. Sejalan dengan Undang-undang Nomor 25 Tahun 2009 pasal 1 tentang pelayanan publik, dinyatakan bahwa pelayanan publik adalah kegiatan atau rangkaian kegiatan dalam rangka pemenuhan kebutuhan pelayanan sesuai dengan peraturan perundang-undangan bagi setiap warga negara atau penduduk atas barang, jasa, dan pelayanan administratif yang disediakan oleh penyelenggara pelayanan public. Fakta tentang persoalan akses rentang kendali, dan minimnya sarana transportasi, serta ketersediaan sumber daya manusia menjadi persoalan dalam pengurusan dokumen seperti KTP E, KK dan Kartu Keluarga.. Selain itu masih di dapati juga pola atau budaya kalau boleh di perlambat kenapa harus di percepat, sehingga pengurusan kepemilikan dokumen, masyarakat harus bolak balik di kantor Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Halmahera Utara. Dengan menggunakan pendekatan kualitatif penelitian ini mengkaji inovasi yang dilakukan oleh Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Halmahera Utara terkait penerapan smart governance serta dampaknya, kajian dilakukan dengan menggunakan pendekatan yang dikemukakan oleh Rogers (1995) tentang atribut inovasi, seperti keuntungan relative, kesesuaian, kerumitan, kemungkinan dicoba, dan kemudahan diamati. Temuan penelitian menggambarkan bahwa dengan di terapkannya Smart Governance di tahun 2018 melalui inovasi yang ada di Dinas Kependudukan Dan Pencatatan Sipil Halmahera Utara, segala pengurusan terkait dengan pembuatan dokumen kependudukan menjadi tidak berbelit-belit lagi. Dengan munculnya inovasi berbasis teknologi  yang ada, seperti inovasi kebijakan three in one (satu pemohon 3 dokumen kependudukan), sangat berdampak baik pada peningkatan pelayanan public yg ada di Dinas Kependudukan Dan Pencatatan Sipil, sangat berbeda dengan pelayanan pembuatan dokumen kependudukan yang sebelumnya dengan cara manual.

ABSTRACT

Public service is a process as well as an output that shows how government functions are carried out. In line with Law Number 25 of 2009 Article 1 concerning public services, it is stated that public services are activities or series of activities in the context of fulfilling service needs in accordance with statutory regulations for every citizen or resident for goods, services and administrative services provided by public service providers. Facts about the issue of access to control ranges, and the lack of means of transportation, as well as the availability of human resources are problems in processing documents such as KTP E, KK and family cards. In addition, there is also a pattern or culture, if you can slow it down, why should it be accelerated, so that the management of document ownership, the community must go back and forth at the Office of Population and Civil Registration of North Halmahera Regency. By using a qualitative approach, this research examines the innovations made by the North Halmahera Regency Population and Civil Registration Service regarding the implementation of smart governance and its impact, the study is carried out using the approach proposed by Rogers (1995) regarding the attributes of innovation, such as relative advantage, suitability, complexity, possibility to be tried, and easily observable. The research findings illustrate that with the implementation of Smart Governance in 2018 through innovations in the North Halmahera Population and Civil Registration Service, all management related to the creation of population documents is no longer convoluted. With the emergence of existing technology-based innovations, such as the three in one policy innovation (one applicant for 3 population documents), it has a very good impact on improving public services in the Department of Population and Civil Registration, very different from the service for making population documents that were previously manual .
