Upaya Pemerintah Sulawesi Utara Dalam Meningkatkan Ekspor Di Masa Pandemi Covid 19

Abstract

Artikel ini mengkaji upaya yang dilakukan oleh pemerintah daerah Sulawesi Utara (Sulut) khususnya Dinas Perindustrian dan Perdagangan Sulut dalam meningkatkan ekspor dimasa pandemi Covid 19. Dengan menggunakan metode kualitatif dan pendekatan deskriptif kajian akan mengidentifikasi berbagai upaya yang dilakukan Dinas Perindustrian dan Perdagangan Sulut serta berbagai hambatan yang ditemui. Hasil penelitian menggambarkan DinasPerindustriandanPerdaganganSulut dalam meningkatkan ekspor, melakukan beberapa upaya diantaranya menjalin hubungan yang baik dengan instansi-instansiverticalmaupunhorizontal,dan kepadaparacaloneksportirpemerintahmemberikan pelatihan dan mengedukasi mengenai kondisi perdagangan internasionalsaat ini. Selain itu  Dinas Perindustrian dan Perdagangan menerapkan sistem online sehinggapengurusan administrasi dan sertifikat lebih efisien, serta ikutmembantudanmemfasilitasiteknisindustripengolahanmaupunpendistribusianmelaluisubsidipemerintah.Denganadanyakebijakan-kebijakanyangditerapkan terbukti nilaieskporSulawesiUtaraselamamasapandemiterusmeningkatwalaupundalampraktiknya tak luputdari kendala-kendala yang ada, seperti diberlakukannyalockdown dan persediaan konteiner yang terbatas.

 ABSTRACTThis article examines the efforts made by the local government of North Sulawesi (North Sulawesi), especially the North Sulawesi Industry and Trade Service in increasing exports during the Covid 19 pandemic. Using qualitative methods and a descriptive approach the study will identify various efforts made by the North Sulawesi Industry and Trade Service and various obstacles found. The results of the study illustrate that the North Sulawesi Industry and Trade Service in increasing exports, has made several efforts including establishing good relations with vertical and horizontal agencies, and to prospective exporters the government provides training and educates about the current conditions of international trade. In addition, the Department of Industry and Trade implements an online system so that administrative and certificate arrangements are more efficient, as well as assisting and facilitating technical processing and distribution industries through government subsidies. With the policies implemented, it is evident that the value of North Sulawesi's exports during the pandemic has continued to increase, even though in practice it has not been spared from existing constraints, such as the imposition of a lockdown and limited container supplies. Keywords: Government Efforts; Export; Covid 19 pandemic
