Abstract

The purpose of this study was to determine the dynamics of the marine protected area group in Bahoi Village, West Likupang District, North Minahasa Regency. The research method used is a descriptive method with a qualitative approach. Qualitative method is fact finding with correct interpretation. While the descriptive method is a method of examining the status of a group of people, an object, a set of conditions, a system of thought, or a class of events in the present. The expected objective of this research is to determine the dynamics of the marine protected area group in Bahoi Village, West Likupang District, North Minahasa Regency. The establishment of the DPL teaches residents and fishermen how to use marine and fisheries resources in a sustainable manner. The DPL group was replaced twice, accompanied by a revised perdes in 2010 due to the implementation of Bahoi village as an ecotourism village. The first DPL group was replaced because some members of the group went outside the area and some were married, because the first DPL group was a group of the younger generation. The DPL group is the group desired by the community to be followed by the selection of the forum, with the main task of monitoring. The dynamics of the Marine Protected Area group shows that the DPL group always moves according to their surroundings. However, the objectives of the DPL group have not been achieved and most of the members of these DPL groups are still not satisfied with the increased cooperation from these activities.

Abstrak

Tujuan dari penelitian ini adalah untuk mengetahui dinamika kelompok daerah perlindungan laut di Desa Bahoi Kecamatan Likupang Barat Kabupaten Minahasa Utara.Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Metode kualitatif adalah pencarian fakta dengan interpretasi yang tepat. Sedangkan metode deskriptif adalah suatu metode dalam meneliti status sekelompok manusia, suatu obyek, suatu set kondisi, suatu sistem pemikiran, ataupun suatu kelas peristiwa pada masa sekarang. Tujuan yang diharapkan dari penelitian ini adalah untuk mengetahui dinamika kelompok daerah perlindungan laut di Desa Bahoi Kecamatan Likupang Barat Kabupaten Minahasa Utara. Pembentukan DPL mengajarkan kepada warga dan nelayan cara pemanfaatan sumber daya kelautan dan perikanan secara berkelanjutan. Kelompok DPL tersebut dua kali diganti dibarengi dengan revisi perdes pada tahun 2010 karena dijalankannya desa Bahoi sebagai desa ekowisata. Kelompok DPL pertama diganti karena ada sebagaian anggota kelompok yang pergi ke luar daerah dan sebagiannya sudah menikah, dikarenakan kelompok DPL pertama adalah kelompok generasi muda. Kelompok DPL adalah kelompok yang diinginkan oleh masyarakat yang diikuti pemilihan forum, dengan tugas utama untuk pengawasan. Dinamika kelompok Daerah Perlindungan Laut menunjukan bahwa kelompok DPL selalu bergerak mengikuti keadaan disekitarnya. Namun tujuan dari kelompok DPL belum tercapai dan sebagian besar anggotakelompok DPL ini masih kurang puas dengan peningkatan kerja sama dari kegiatan tersebut.
