Abstract
Fishing communities on the coast, of course, have a goal in their business, namely to be able to meet the economic needs for their survival with their families. The condition of marine and coastal environmental ecosystems will affect marine resources. The ability to make strategies, adapt and successfully respond to challenges in meeting the needs of life gives rise to various knowledge systems that are both related to the environment and social which are commonly called local wisdom. Local wisdom in the form of marine resource management is Eha' and Mane'e which are found in Kakorotan Village, Nanusa District, Talaud Islands Regency. The rules in Eha' are based on customary provisions that tend to be unwritten. This rule was passed down orally from generation to generation into customary law.
The Kakorotan community always strives to preserve nature and culture in the midst of the dynamics of changing times, the community is open and willing to accept outside influences as long as it does not damage existing cultural values. The community has its own way of maintaining life and cultures that have been passed down by the aramona (ancestors), namely upholding the values of customs that have been carried out for generations, mutual trust, respect for each other, a sense of belonging to each other, ma'aliu/ mabawiorro (cooperation/mutual cooperation), and most importantly the implementation of the period of prohibition applied and without Eha' the implementation of the Mane'e tradition will not survive because if it is not done then the sea will have no content (fish) as a result of overfishing and fishing.
