RANTAI NILAI SUMBER DAYA MANUSIA DALAM MENINGKATKAN EFEKTIVITAS OPERASIONAL KAPAL PENANGKAPAN IKAN TUNA

The tuna fishing industry in North Sulawesi plays a strategic role as a source of regional foreign exchange, supported by the opening of a direct export route (direct call) between Manado and Singapore. However, the fishery sector's contribution to the national GDP remains stagnant at below 3%, indicating significant value loss during the post-harvest stage due to the low competency of Human Resources (HR). This study aims to analyze the operational value chain structure, identify constraints, measure the contribution of value added, map potential value loss, and formulate strategies to improve HR management effectiveness on KM Arnavat Jaya (10 GT), a small-to-medium fishing unit based in Manado Port. Using a descriptive qualitative approach based on Michael E. Porter’s Value Chain Analysis framework, data were collected through in-depth interviews with the owner, captain, and crew, as well as field observations and documentation. The results show that HR activities are integrated into six value chain stages: planning, recruitment, training, placement, coordination, and evaluation. Significant value added was found in the captain’s navigation experience in mapping rumpon (fish aggregating devices). Conversely, massive value loss was triggered by the absence of Standard Operating Procedures (SOP) for post-harvest fish handling and the lack of cold chain management, resulting in the downgrading of catches from Grade A to Grade B or C. This study recommends the implementation of onboard quality handling SOPs, merit-based profit-sharing standardization, and technical training partnerships with the Marine and Fisheries Office to ensure economic sustainability and the export competitiveness of local tuna commodities.
