SISTEM PENYIMPANAN DAN PENDISTRIBUSIAN LOGISTIK NON MEDIS DI RUMAH SAKIT JIWA PROF. DR. V.L. RATUMBUYSANG PROVINSI SULAWESI UTARA

Abstract

Logistik secara umum adalah suatu ilmu pengetahuan atau seni serta proses mengenai perencanaan dan penentuan kebutuhan pengadaan, penyimpanan, penyaluran dan pemeliharaan material/alat-alat. Logistik di rumah sakit yaitu bahan untuk kegiatan operasional yang sifatnya habis pakai misalnya persediaan logistik di rumah sakit yaitu ada; dapur, farmasi, laboraturium, air, alat tulis kantor (ATK), kerumah tanggaan (listrik, sabun, tisu, sapu, karbol), laundry dan persediaan makanan. Penelitian ini merupakan jenis penelitian kualitatif yang dilakukan dengan wawancara mendalam kepada 5 orang informan yang terdiri dari Wakil Direktur I Rumah Sakit, Pejabat Pembuat Komitmen, Panitia Penerimaan/Pemeriksaan Barang, Kepala Sub Bagian Umum dan Perlengkapan dan Kepala Gudang. Hasil penelitian ini menunjukan bahwa sistem penyimpanan dan pendistribusian logistik non medis belum berjalan sesuai dengan peraturan yang ada, karena standar tempat penyimpanan barang belum memadai. Penyimpanan bahan medis juga harus disimpan dalam tempat yang aman agar tidak membahayakan pengunjung yang ada di rumah sakit. Selain itu, juga perlu dilakukan pendistribusian yang tepat sehingga dengan keterbatasan tempat penyimpanan maka dapat menghemat biaya penyimpanan. Kesimpulan dari hasil penelitian yang dilakukan menunjukan bahwa alur penerimaan logistik non medis di Rumah Sakit Jiwa Prof. Dr. V.L. Ratumbuysang Provinsi Sulawesi Utara diatur dalam Pereraturan Mentri Dalam Negeri No.19 Tahun 2016. Tempat penyimpanan yang masih belum memenuhi standar. Kemudian proses pendistribusian kadangkala tidak sesuai dengan permintaan ruangan.

ABSTRACT

Logistics in general is a science or art and the process of planning and determining of needs, procurement, storage, distribution and maintenance of material or its equipment. Logistics in the hospital are the material for operational activities which are disposable, for example, the supply logistics in hospital are kitchen, pharmacy, laboratorium, water, stationaries, household goods (electricity, soap, tissue, broom, carbolic), laundry and food supply. This research is a qualitative research by in-depth interviews to five informants. The informants are deputy director 1, the official commitment, committee of/inspection of goods, the head of general and supply section and the head of warehouse. The result of this research showed that the storage and the distribution system of the logistics have not run well in accordance with the regulation. It is because of inadequate standard of storage. The storage of the medical material must be stored in a safe place so that it could not harm the visitors who are visiting the hospital. In addition, the distribution should be done properly so with the limited of the storage, it can also save storage cost. The conclusion of the result of this research conducted showed that the groove of logistics in mental hospital prof. Dr.V.l. Ratumbuysang in North Sulawesi Province is set by the regulation of the minister of home affairs number 19 year of 2016. The storage which has not fulfilled the standard yet. Also the process of distribution  sometimes, is not based on the request of the room.
