Melalui pendampingan, TPP&nbsp;memastikan bahwa setiap desa di Indonesia mendapatkan akses informasi, sumber daya, dan pengetahuan yang dibutuhkan untuk berkembang. Penelitian ini mengkaji bagaimana peran pendamping desa dalam pembangunan dan pemberdayaan masyarakat desa. Penelitian ini menggunakan metode kualitatif yang akan mendeskripsikan mengenai peran pendamping desa dalam pelaksanaan pembangunan dan pemberdayaan masyarakat khususnya di Desa Panasen Kecamatan Kakas Barat, yang terlihat kurang maksimal. Kajian dilakukan dengan melihat tujuh (7) tugas TPP sesuai dengan Peraturan Menteri Desa Pembangunan Daerah Tertinggal dan Transmigrasi Republik Indonesia Nomor 3 Tahun 2015 Tentang Pendamping Desa. Kajian dilakukan dengan menggunakan indikator yang dikemukan oleh Soekanto yang membedakan peran menjadi tiga jenis yaitu peran aktif, peran pasif dan peran partisipatif. Hasil penelitian menunjukan bahwa peran TPP yang ada di kecamatan Kakas Barat belum maksimal, karena ada beberapa tugas pendampingan yang tidak terlaksana dengan baik. Dilihat dari indikator keaktifan terlihat pendamping desa kurang aktif dalam program pemberdayaan masyarakat desa. Dilihat dari peran partisipatif, hasil penelitian menunjukan bahwa pendamping desa mendampingi desa hanya&nbsp;&nbsp; menyesuaikan dengan program yang ada di desa, tidak ada upaya dari pendamping desa untuk memberi saran agar program pemberdayaan dan pembangunan lebih difokuskan pada kebutuhan masyarakat. Selain itu, hasil penelitian menunjukkan bahwa peran pendamping desa dalam pengorganisasian didalam kelompok-kelompok masyarakat desa tidak maksimal atau pendamping desa kurang berperan dalam hal ini. Terbukti ada beberapa desa di kecamatan Kakas Barat belum membentuk kelompok-kelompok tersebut. Pendamping desa seharusnya bisa mendorong, memotivasi dan memberi saran kepada pemerintah desa atau kader pemberdayaan masyarakat untuk bisa membuat kelompok-kelompok masyarakat yang juga disesuaikan dengan sumber daya manusia agar sesuai dengan kebutuhan masyarakat demi kepentingan pengembangan keterampilan masyarakat desa.</p> <p><strong>Kata Kunci: Peran; Pendamping Desa</strong></p> <p>&nbsp;</p> <p><em>ABSTRACT</em></p> <p><em>In village development efforts in Indonesia, the role of Professional Assistance Personnel (TPP) is very crucial. Through mentoring, TPP ensures that every village in Indonesia has access to the information, resources and knowledge needed to develop. This research examines the role of village assistants in the development and empowerment of village communities. This research uses a qualitative method which will describe the role of village assistants in implementing development and community empowerment, especially in Panasen Village, West Kakas District, which appears to be less than optimal. The study was carried out by looking at seven (7) TPP tasks in accordance with the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia Number 3 of 2015 concerning Village Facilitators. The study was carried out using indicators proposed by Soekanto which differentiates roles into three types, namely active roles, passive roles and participative roles. The research results show that the role of the TPP in West Kakas sub-district is not optimal, because there are several mentoring tasks that are not carried out well. Judging from the activity indicators, it can be seen that village assistants are less active in village community empowerment programs. Viewed from the participatory role, the research results show that village assistants accompanying villages only adapt to existing programs in the village, there is no effort from village assistants to provide suggestions so that empowerment and development programs are more focused on community needs. Apart from that, the research results show that the role of village assistants in organizing within village community groups is not optimal or that village assistants play less of a role in this matter. It is proven that several villages in West Kakas sub-district have not yet formed these groups. Penelitian ini dilakukan menggunakan metode kualitatif, yang akan melihat strategi KPUD kabupaten Halmahera Barat dari dua komponen strategi yaitu ketika melakukan formulasi dan penetapan sasaran jangka panjang serta bagaimana proses pemilihan tindakan yang akan dilakukan. Penelitian ini menemukan strategi KPUD kabupaten Halmahera Barat dalam meningkatkan partisipasi politik pemilih pemula pada pemilihan kepala daerah di Kecamatan Kao Barat Kabupaten Halmahera Utara Tahun 2020 menunjukan bahwa sudah ada kejelasan strategi yang digunakan serta tujuan yang akan dicapai. This research was conducted using qualitative methods, which will look at the West Halmahera Regency KPUD strategy from two strategy components, namely when formulating and setting long-term targets and how the process of selecting actions will be carried out. This research found that West Halmahera Regency KPUD's strategy in increasing the political participation of novice voters in the regional head election in West Kao District, North Halmahera Regency in 2020 shows that there is clarity on the strategy used and the goals to be achieved. Kajian akan berfokus pada peran pemerintah desa Senduk Kecamatan Tombariri dalam mendukung kearifan lokal Mahmejaan yang ada di Desa Senduk. Penelitian ini menggunakan menggunakan metode kualitatif. Temuan penelitian menggambarkan bahwa peran dari pemerintah desa sangat menunjang dan mendukung serta akan terus mendampingi dan memberikan dukungan penuh pada perkembangan tradisi Mahmejaan. Namun, tidak ada anggaran yang di keluarkan oleh Pemerintah Desa untuk tradisi Mahmejaan. Untuk mengantisipasi menyebarnya Corona Virus Disease 2019 (COVID-19) di wilayah lndonesia, telah ditetapkannya Keputusan Presiden Nomor 12 Tahun 2020 tentang Penetapan Bencana Non Alam penyebaran Corona Virus Disease 2019 (COVIO-19) sebagai bencana nasional yang menetapkan Corona Virus Disease 2019 (COVID-19) sebagai bencana nasional di lndonesia, sehingga perlu dilakukan penyesuaian tahapan, program, dan jadwal penyelenggaraan pemilihan Gubernur dan Wakil Gubernur, Bupati dan Wakil Bupati, dan/atau Wali Kota dan Wakil Wali Kota Tahun 2020.</p> <p>Sebagai pertimbangan untuk melaksanakan ketentuan Pasal 1224 ayat (3) Peraturan Pemerintah Pengganti Undang-Undang Nomor 2 Tahun 2020 tentang Perubahan Ketiga atas Undang-Undang Nomor 1 Tahun 2015 tentang Penetapan Peraturan Pemerintah Pengganti Undang-Undang Nomor 1 Tahun 20'14 tentang Pemilihan Gubernur, Bupati, dan Walikota menjadi Undang-Undang, perlu menetapkan Peraturan Komisi Pemilihan Umum tentang Perubahan Ketiga atas Peraturan Komisi Pemilihan Umum Nomor 15 Tahun 2019 tentang Tahapan, Program dan Jadwal Penyelenggaraan Pemilihan Gubernur dan Wakil Gubernur, Bupati dan Wakil Bupati, dan/atau Wali Kota dan Wakil Wali Kota Tahun 2020 maka perlu dilaksanakan sosialisasi tahapan lanjutan Pemilihan Serentak Tahun 2020.</p> <p>Penelitian ini menggunakan metode kualitatif deskriptif dengan analisa kajian studi kepustakaan (literature review) terkait dengan masalah pandemi covid -19 maupun wawancara dengan informan. Wawancara dan literatur review ini digunakan untuk mengetahui langkah-langkah yang dilakukan oleh penyelenggara pemilu (KPU Minahasa Tenggara) maupun para pemilih dalam pelaksanaan Pilkada dimasa pandemi covid-19</p> <p> Hasil penelitian menunjukan bahwa Pelaksanaan Pemilihan Gubernur dan Wakil Gubernur Serentak Tahun 2020 di tengah kondisi pademi covid-19 butuh strategi yang matang agar pemilih lebih cerdas dan bisa meningkatkan partisipasi masyarakat dalam menggunakan hak pilihnya pada hari pemungutan suara. KPU Kabupaten Minahasa Tenggara terus berupaya menyiapkan rencana kerja untuk bisa memaksimalkan waktu yang tersedia sesuai tahapan yang berjalan. Salah satu tahapan yang sangat penting dalam tahapan persiapan adalah pelaksanaan kegiatan Sosialisasi Pemilihan Gubernur dan Wakil Gubernur Sulawesi Utara kepada masyarakat.</p> <p>Walaupun Pilkada Tahun 2020 yang dikuatirkan banyak orang sangat menakutkan karena dihantui dengan pandemi covid-19 namun ditengah pesimisme masyarakat dalam penyelenggaraan pilkada di masa pandemic covid-19, KPU Minahasa Tenggara dan Masyarakat mampu membuktikan terselenggaranya pilkada hingga akhir tahapan pemilihan. This interview and literature review was used to find out the steps taken by the election organizers (Southeast Minahasa KPU) and voters in implementing the Pilkada during the Covid-19 pandemic.</em></p> <p><em> The research results show that the implementation of the 2020 Simultaneous Governor and Deputy Governor Election in the midst of the Covid-19 pandemic requires a mature strategy so that voters are smarter and can increase public participation in exercising their right to vote on voting day. The Southeast Minahasa Regency KPU continues to strive to prepare work plans to maximize the available time according to the ongoing stages. One of the most important stages in the preparation stage is the implementation of socialization activities for the election of the Governor and Deputy Governor of North Sulawesi to the community.</em></p> <p><em> Even though the 2020 Pilkada was feared by many people to be very scary because it was haunted by the Covid-19 pandemic, amidst public pessimism in holding the Pilkada during the Covid-19 pandemic, the Southeast Minahasa KPU and the community were able to prove that the Pilkada would be held until the end of the election stages. Penelitian ini menggunakan metode kualitatif deskriptif dengan melakukan analisis deskriptif. Hasil penelitian menggambarkan beberap[a strategi yang dilakukan oleh Bawaslu Kota Manado dalam mencegah politik uang diantaranya: melakukan ajakan kepada masyarakat untuk melakukan pengawasan secara partisipatif dengan cara sosialisasi dalam bentuk online, mengunggah flyer di sosial media Bawaslu Kota Manado. Selain itu Bawaslu juga melaksanakan Rapat Koordinasi yang melibatkan masyarakat, Organisasi Masyarakat, Organisasi Mahasiswa, dan wartawan. Dari upaya yang dilakukan tersebut dilihat dari pendapat masyarakat yang telah mengikuti kegiatan yang diselenggarakan oleh Bawaslu Kota Manado menunjukkan adanya pengaruh positif terhadap kesadaran dan partisipasi dalam mencegah politik uang. Memang politik uang masih terjadi karena masyarakat lebih mengutamakan kebutuhan mereka dibandingkan dengan memahami hal-hal yang berhubungan dengan politik. Hal ini sejalan dengan teori Maslow tentang kebutuhan aktualisasi diri. Untuk itu masih diperlukan inovasi dan koordinasi yang lebih baik untuk meningkatkan efektivitas program pencegahan politik uang. Salah satu caranya adalah perlunya upaya yang terus-menerus untuk meningkatkan efektivitas program pencegahan politik uang, baik melalui sosialisasi maupun kerja sama dengan berbagai pihak.</p> <p>Kata Kunci: Implementasi Program; Pencegahan; Politik Uang</p> <p>ABSTRACT</p> <p>This article examines the program of the Manado City General Election Supervisory Agency (Bawaslu), in preventing the practice of money politics in the Manado City General Election for Legislative Members (Pileg) in 2024. This research uses descriptive qualitative methods by conducting descriptive analysis. The research results illustrate several strategies carried out by the Manado City Bawaslu in preventing money politics, including: inviting the public to carry out participatory supervision by means of online outreach, uploading flyers on Manado City Bawaslu's social media. Apart from that, Bawaslu also held Coordination Meetings involving the community, Community Organizations, Student Organizations and journalists. From the efforts made, it can be seen from the opinions of the people who have taken part in activities organized by the Manado City Bawaslu, showing that there is a positive influence on awareness and participation in preventing money politics. Indeed, money politics still occurs because people prioritize their needs rather than understanding things related to politics. This is in line with Maslow's theory about the need for self-actualization. For this reason, innovation and better coordination are still needed to increase the effectiveness of money politics prevention programs. This research uses qualitative methods with a research focus on community perceptions regarding the performance of village officials in administering government in Tempok village, Tompaso subdistrict, Minahasa Regency. Community perceptions will be studied using the approach proposed by Anwar Prabu Mangkunegara, regarding performance indicators. According to him, to assess performance, you can use several indicators, namely: looking at the quality of work, quantity of work, accuracy and responsibility. From the research results, it is clear that the community's perception of the performance of village officials in Tempok village, seen from the indicators of work quality, work quantity, accuracy and responsibility, are all considered to be not good. This can be seen from the lack of understanding of village officials regarding their duties and functions. Apart from that, they are often not on duty at the right time, which affects the public service process.
