For the sake of public peace and order in the market area, the Kotamobagu Public Works and Spatial Planning Department is collaborating with the Kotamobagu Cooperative Trade and UKM Department to make market buildings and roads to the market better for the convenience of the community and traders. This research aims to determine the strategy of the Kotamobagu City Government in structuring the Serasi Market. The research used qualitative research. Qualitative research is descriptive research and tends to use analysis with an inductive approach. This research was carried out in Kotamobagu City, North Sulawesi involving the Kotamobagu Public Works and Spatial Planning Service, Kotamobagu Cooperative and SME Trade Service, West Kotamobagu District Government, Gogagoman Village Government, community and Serasi traditional market traders. The results of this research are the strategies carried out to develop a harmonious market arrangement, namely with the aim of making a market that was originally traditional into modern. Actions taken include market relocation, then the market closing stage, then the market development stage and accepting new traders or welcoming back old traders after it has been successfully converted into a modern market. Utilization of resources by providing outreach and education to traders and the public about the quality of their merchandise that is clean and healthy.
