PENGARUH PENGELUARAN PEMERINTAH SEKTOR PENDIDIKAN DAN KESEHATAN TERHADAP INDEKS PEMBANGUNAN MANUSIA DI PROVINSI SULAWESI UTARA

Abstract

ABSTRAK

Penelitian ini bertujuan untuk menganalisis pengaruh pengeluaran pemerintah sektor pendidikan dan kesehatan terhadap indeks pembangunan manusia di Provinsi Sulawesi Utara. Suatu bangsa harus meningkatkan investasi bidang pendidikan dan kesehatan untuk mencapai pembangunan (Meier dalam Winarti, 2014: 41). Todaro dan Smith (2003) menyatakan Pengeluaran pemerintah pada sektor kesehatan yang dikeluarkan untuk memenuhi salah satu hak dasar untuk memperoleh pelayanan kesehatan berupa fasilitas dan pelayanan kesehatan merupakan persyaratan bagi peningkatan produktivitas masyarakat. Data yang digunakan dalam penelitian ini adalah data sekunder dari tahun 2004-2018. Metode analisis yang digunakan adalah regresi linear berganda. Untuk pengujian secara ekonometrika dilakukan uji asumsi klasik, dan untuk uji hipotesisnya menggunakan uji-t untuk menguji pengaruh variabel secara parsial, uji-F untuk menguji pengaruh variabel secara serempak, dan uji koefisien determinasi (R²) untuk menguji kemampuan model regresi dalam menerangkan variasi variabel terikat.

Adapun hasil yang diperoleh adalah secara parsial pengeluaran pemerintah sektor pendidikan berpengaruh terhadap indeks pembangunan manusia di Provinsi Sulawesi Utara. Artinya, naiknya pengeluaran pemerintah sektor Pendidikan berpengaruh terhadap indeks pembangunan manusia. Secara parsial pengeluaran pemerintah sektor kesehatan tidak berpengaruh terhadap indeks pembangunan manusia di Provinsi Sulawesi Utara. Artinya, naiknya pengeluaran pemerintah sektor kesehatan tidak berpengaruh terhadap indeks pembangunan manusia. Secara bersama-sama pengeluaran pemerintah sektor pendidikan dan sektor kesehatan berpengaruh terhadap indeks pembangunan manusia di Provinsi Sulawesi Utara.

ABSTRACT

This research aims to analyze the effect of government spending on education and health sectors on human development index in North Sulawesi Province.. A nation must increase investment in education and health to achieve development (Meier in Winarti, 2014:41). Todaro and Smith (2003) state that government expenditure on the health sector issued to fulfill one of the basic rights to obtain health services in the form of facilities and health services is a requirement for increasing community productivity. The data used in this research are secondary data from 2004-2018. The analytical method used is multiple linear regression analysis, for econometrics test done with classic assumption test, and for the hypothesis test it uses a t-test to partially test the effect of variables, F-test to test the effect of variables simultaneously, and test coefficient of determination (R²) to test the ability of the regression model to explain the variation of the dependent variable.

The results obtained are Government Expenditure for Education partially affected on Human Development Index in North Sulawesi Province. Means, the increase in education sector government spending affects the human development index. Government expenditure for health did not effect on Human Development Index in North Sulawesi Province. Means, the increase in government health sector expenditure did not affect the human development index. Simultaneously government expenditure in education and health sectors affected the human development index in North Sulawesi Province.
