Abstract
ABSTRACT
This article will examine how Hilaitetor Village, North Wasile District, East Halmahera Regency implements Village Regulation (Perdes) Number 01 of 2021, concerning the Village Revenue and Expenditure Budget. Using a qualitative method, this study will focus on how the Perdes is implemented and the various problems that exist. The study will use the approach put forward by George C. Edward III regarding several factors that influence a policy implementation. The findings of the study illustrate that the implementation of Village Regulations concerning the Village Revenue and Expenditure Budget in Hilaitetor Village has not gone well due to the transitional lack of communication between the Village Head and Village Officials and the community. In terms of the Hilaitetor Village Government Resources, they do not pay attention to planning the budget that they want to make a ceiling so that in implementing the Village Regulation policy, the budget experiences a deficit. This is also exacerbated by the attitude or commitment of implementing the Village Regulation policy that still seems inconsistent. Meanwhile, the structure of the bureaucracy is indeed quite good, seen from the existence of a clear structure related to the duties and functions of each.
