ANALYSIS OF OBSTACLES TO LAND ACQUISITION FOR THE CONSTRUCTION OF MANADO – MINUT – BITUNG RAILROAD
Abstract
Pembangunan infrastruktur menjadi salah satu fokus utama dari Pemerintah saat ini, dimana satu diantaranya ialah infrastruktur transportasi. Pemerintah telah mencanangkan satu rencana pembangungan kereta api yang melintasi 3 kabupaten/kota diantaranya Manado, Minahasa Utara dan Bitung di Provinsi Sulawesi Utara dalam mendorong pembangunan dan pertumbuhan ekonomi. Penelitian ini bertujuan untuk mengidentifikasi kondisi eksisting lahan yang akan dilintasi jalur kereta api dan menganalisis faktor hambatan dalam pengadaan lahan jalur kereta api Manado, Minahasa Utara dan Bitung. Metode analisis yang digunakan adalah deskriptif kualitatif – kuantitatif dengan menganalisis kondisi eksisting lahan dan selanjutnya melakukan analisis deskriptif faktor hambatan. Hasil penelitian menunjukan bahwa lintasan jalur kereta api melalui beragam kondisi fisik lingkungan alami maupun buatan yang telah ada sebelumnya serta dalam faktor hambatan pembangunan dari aspek fisik alami dilihat dari topografi wilayah terdapat hambatan pada segmen A1, A2, A4 dan B3 yang memiliki ketinggian berbeda dengan selisih 10-30 meter dan terdapat mata air pada segmen A4, selanjutanya aspek fisik buatan terdapat hambatan dimana trase melewati beberapa lokasi lahan permukiman dan bangunan hunian, perkantoran, fasilitas publik dan lahan milik pribadi, dan untuk aspek non fisik terdapat hambatan dari sebagian kecil pemilik lahan yang tidak setuju untuk diadakan pengadaan lahan untuk pembangunan jalur kereta api.

Abstract
One of the key goals of the government is infrastructure development, which includes transportation infrastructure. In order to promote economic development and expansion, the government has announced a plan to construct a train that passes through three provinces/cities in North Sulawesi, including Manado, North Minahasa, and Bitung. In order to examine the barriers to acquiring land for the Manado, North Minahasa, and Bitung railway lines, this study will first identify the present circumstances of the land that the railway line will cross. By first examining the current state of the land and then performing a descriptive analysis of the impediment elements, the analytical method used is descriptive qualitative-quantitative. The findings demonstrated that the railroad track passed through various physical conditions of the natural and artificial environments that had existed in the past as well as development barrier factors. From the natural physical aspect seen from the topography of the area, there were obstacles in segments A1, A2, A4, and B3 that had different heights with a difference of 10 to 30 meters and there is a spring in the A4 segment. As the trace passes through several locations with residential land, residential buildings, offices, public facilities, and privately owned land, there are artificial physical obstacles that need to be overcome. Additionally, there are non-physical obstacles caused by a small number of landowners who refuse land acquisition for the construction of the railway line.
