IMPLEMENTASI KEBIJAKAN KEAMANAN DAN KETERTIBAN DI DESA BARU KECAMATAN IBU SELATAN KABUPATEN HALMAHERA BARAT
Abstract
The purpose of this study was to find out how the role of the implementation of security and order policies in New Village, South Ibu District, West Halmahera Regency. The research used a qualitative approach method. The implementation of security and order policies is studied using Edward III's theory which sees policy implementation from four dimensions, namely communication, resources, disposition, and bureaucratic structure. Based on the results of the study, conclusions were drawn: (1) Communication between the Village Government, BPD, Village Community Institutions, and village community groups in implementing security and order policies in the village was carried out or went quite well. Policies are also socialized (informed and explained) quite well to the public; (2) Human resources (village government apparatus), and financial resources (funds) for policy implementation are still lacking or inadequate. However, it does not have much effect or impact on the implementation of the policy. (3) The disposition (attitude of the implementer) is quite good seen from the willingness/commitment, consistency, discipline and honesty of the village government apparatus in implementing the policy. (4) The organizational structure and standard operating procedures (SOP) are not specifically defined, but the implementation of the policy can run well and is quite effective.
