Analisis Pola Persebaran dan Keterjangkauan SD, SMP, dan SMA/SMK Negeri di Kabupaten Kepulauan Talaud Menggunakan Analisis Nearest Neighbour dan Buffering

Pengembangan layanan berkualitas untuk memenuhi kebutuhan populasi merupakan salah satu indikator keberhasilan dalam pembangunan perkotaan. Masalah pendidikan di Indonesia sebagian besar disebabkan oleh perbedaan tingkat sosial ekonomi, kualitas lembaga pendidikan, sistem zonasi, serta distribusi sekolah yang tidak merata. Penelitian ini berfokus pada identifikasi pola persebaran dan analisis keterjangkauan fasilitas pendidikan di Pulau Karakelang. Metode analisis yang digunakan mencakup Nearest Neighbour Analysis (analisis tetangga terdekat) dan buffering, dengan acuan sebaran permukiman sebagai pusat pelayanan. Observasi langsung dilakukan di Pulau Karakelang untuk mendukung validitas data spasial. Hasil penelitian menunjukkan bahwa fasilitas SD dan SMP memiliki pola persebaran mengelompok, sedangkan SMA dan SMK cenderung tersebar secara acak. Tingkat keterjangkauan fasilitas pendidikan juga belum merata, dengan wilayah sangat dekat (<300 meter) masing-masing hanya sebesar 30% (SD), 21% (SMP), 13% (SMA), dan 8% (SMK), sedangkan wilayah tidak terjangkau (>3.000 meter) mencakup 30% (SD), 24% (SMP), 31% (SMA), dan 58% (SMK). Temuan ini menunjukkan bahwa sebagian besar wilayah Pulau Karakelang masih belum terjangkau secara optimal oleh fasilitas pendidikan.

Abstract
The development of quality services to meet population needs is a key indicator of success in urban development. In Indonesia, educational issues are largely caused by disparities in socioeconomic status, the quality of educational institutions, zoning systems, and the uneven distribution of schools. This study focuses on identifying the spatial distribution patterns and analyzing the accessibility of educational facilities on Karakelang Island. The analytical methods used include Nearest Neighbour Analysis and buffering, with settlement distribution serving as the basis for service coverage. Field observations were conducted directly on Karakelang Island to support the validity of the spatial data. The results show that elementary and junior high schools (SD and SMP) tend to have a clustered distribution pattern, while senior high schools and vocational schools (SMA and SMK) are more randomly distributed. Accessibility to educational facilities remains uneven, with areas categorized as very close (<300 meters) accounting for only 30% (SD), 21% (SMP), 13% (SMA), and 8% (SMK), whereas areas considered far (>3,000 meters) reach 30% (SD), 24% (SMP), 31% (SMA), and 58% (SMK). These findings indicate that a significant portion of Karakelang Island is still not optimally served by educational facilities.
