Suitability of location and monsoon season for catchable-size tuna (Thunnus spp.) in measured fisheries management

Abstract

The alignment of fishing location and season with catchable-size tuna (Thunnus spp.) plays a crucial role in implementing Measured Fishing in Fisheries Management Areas (FMAs) 713 and 714. Using data (2020–2024) collected under the Indonesian Artisanal Tuna Fishing Sampling Protocol (USAID-IMACS/MDPI), this study evaluates the suitability of fishing locations and monsoon seasons for optimal tuna harvests in fish aggregating device (FAD) zones. Results indicate that FMA 713 contributed 53.29% of tuna catches, while FMA 714 contributed 46.71%, with location S-30 being the most productive. High efficiency at S-30 suggests its priority status in future fishing plans. However, increased fishing effort does not always enhance catches, as productivity depends on monsoons, fishing grounds, fish distribution, and oceanographic conditions. Seasonal size variations were significant: the West monsoon yielded 73.19% catchable-size tuna, whereas the East monsoon contributed only 20.15%, risking recruitment overfishing. These findings underscore the need for spatiotemporal catch quota allocation, as mandated under Government Regulation No. 11/2023 (Measured Fishing), to ensure sustainable and equitable fisheries management based on field conditions.
