Government procurement of consultancy services plays a strategic role in ensuring the quality of planning documents that support sustainable regional development. The preparation of a Tourism Masterplan requires a competitive and accountable selection process to obtain competent service providers. However, procurement processes do not always proceed smoothly and may experience selection failures, necessitating corrective action in the form of a re‑selection. This study examines the implementation of re‑selection in the procurement of consultancy services for the Tourism Masterplan development in North Minahasa Regency. A case study method was employed, involving analysis of procurement documents, qualification requirements, and the results of both the initial selection and the re‑selection. The findings indicate that the failure of the first selection was due to overly restrictive qualification requirements that were misaligned with the capacity of the provider market. The re‑selection, implemented with proportional adjustments to the requirements and schedule, successfully increased the number of qualified participants without lowering technical standards. This study confirms that re‑selection is an effective procurement engineering strategy to balance technical quality, competition, and risk control in government consultancy service procurement.
