EVALUASI KOTA TOMOHON SEBAGAI KOTA LAYAK ANAK

Abstract

Penduduk Indonesia terus mengalami peningkatan hingga menempati posisi ke empat dengan jumlah penduduk terbanyak di dunia. Penduduk Indonesia membentuk kelompok umur, dimana berkisar 1/3 dari total jumlah penduduk Indonesia ialah kelompok anak (0-18 tahun). Merujuk pada isu tersebut, pemerintah Indonesia mencentuskan kebijakan Kabupaten/Kota Layak Anak (KLA) untuk menunjang tumbuh kembang anak sebagai generasi penerus bangsa. Kota Tomohon sebagai wilayah penelitian juga telah merealisasikan kebijakan tersebut dari tahun 2017 sampai saat ini. Namun berdasarkan pengamatan awal, peneliti menemukan terdapat beberapa isu yang menunjukan bahwa penyelenggaraan kebijakan Kabupaten/Kota Layak Anak di Kota Tomohon belum optimal. Maka dari itu penelitian ini bertujuan untuk mengidentifikasi ketercapaian penyelenggaraan KLA pada setiap kecamatan di Kota Tomohon dan mengevaluasi kualitas penyelenggaraan Kota Layak Anak di Kota Tomohon. Metode yang digunakan adalah metode survey dan observasi, juga wawancara, kuesioner dan dokumentasi lapangan. Sedangkan untuk analisis datanya menggunakan teknik analisis deskriptif kualitatif. Penelitian ini mendapatkan temuan bahwa ketercapaian penyelenggaraan KLA di setiap kecamatan belum merata. Kecamatan yang paling unggul ialah Kecamatan Tomohon Timur dengan nilai ketercapaian ialah 92,72% dan Kecamatan Tomohon Selatan menduduki posisi terakhir dengan nilai 36,56%. Temuan berikutnya ialah kualitas penyelenggaraan KLA di Kota Tomohon sudah tergolong baik dilihat ditinjau dari 6 variabel yang ditetapkan.

ABSTRACT

Indonesia's population continues to increase so that it occupies the fourth position with the largest population in the world. The population included in the group of children (0-18 years) ranges from 1/3 of the total population of Indonesia. Referring to this issue, the Indonesian government initiated a Child-Friendly City (CFC) policy to support the growth and development of children as the next generation of the nation. Tomohon City as a research area has realized this policy from 2017 until now. However, based on initial observations, researchers found several issues indicating that the implementation of Child-Friendly City policies in Tomohon City was not optimal. Therefore, this study aims to identify the achievement of CFC implementation in each sub-district in Tomohon City and evaluate the quality of implementing Child-Friendly Cities in Tomohon City. The methods used are survey and observation methods, as well as interviews, questionnaires and field documentation. As for data analysis, it uses qualitative descriptive analysis techniques This research finds that the achievement of KLA implementation in each sub-district has not been evenly distributed. The most superior subdistrict is East Tomohon District with an achievement score of 92.72% and South Tomohon District occupies the last position with a score of 36.56%. The next finding is that the quality of CFC implementation in Tomohon City is considered good in terms of the 6 variables determined.
