Abstract
Village fund, which is allocated from the Indonesia Budget, is a form of central government’s recognition to the village government. This fund is expected to support the livelihood of the rural communities. The authority of the village government to manage such a great amount of fund independently comes with heavy responsibility. This requires high quality of human resources, so the village government can manage the fund based on good government governance principles. This study is aimed to analyze the quality of the human resources of the government of Tabukan Utara sub-district at Sangihe Regency. This study utilizes qualitative methodology and uses interview and documentation as the data collection method. To measure the quality of human resources, this study occupies indicators from the multilevel model of human capital emergence from Ployhart dan Moliterno (2011), i.e. knowledge, skills, abilities dan experience. The finding of this study shows that based on the four indicators the quality of human rescources of the village government of Tabukan Utara remains not sufficient to manage the village fund. There should be some efforts by the local and central government to improve the quality of human resources of the village government. ______________________________________________________________________Keywords: Village fund, human resources quality
