KINERJA KOMISI PEMILIHAN UMUM DALAM PEMILIHAN KEPALA DAERAH BUPATI DAN WAKIL BUPATI DI KABUPATEN KEPULAUAN SITARO 2018

Abstract

ABSTRAK

                Penelitian bertujuan untuk mengetahui kinerja Komisi Pemilihan umum (KPU) dalam pelaksanaan pemilihan umum kepala daerah Tahun 2018 di kabupaten Sitaro. Penelitian ini menggunakan metode kualitatif deskritif dengan pendekatan analitis. Hasil penelitian menunjukan bahwa kinerja KPU Sitaro dalam pelaksanaan pemilihan bupati dan wakil bupati tahun 2018 belum sesuai dengan yang di harapkan. Hal itu terlihat dari kinerja KPU Sitaro dalam mempersiapkan sampai melaksanakan pemilihan bupati dan wakil bupati yang belum efektif dan efisien. Salah satu bukti buruknya kualitas layanan KPU yaitu dalam memberikan sosialisasi Pilkada yang dinilai masih belum baik karena di anggap kurang mampu mendekatkan tujuan sosialisasi itu kepada masyarakat. Bahkan dalam hal responsivitas terhadap pemutakhiran data pemilih belum baik, karena kegiatan sosialisasi berlangsung secara pararel dan di anggap kurang memuaskan masyarakat. Selain itu responsivitas KPU dalam hal penempatan personil belum sesuai harapan karena penempatan komisioner pada divisi tidak di lakukan berdasarkan penilaian objektif berdasarkan latar belakang pendidikan pelatihan yang di ikutinya. Akuntabilitas KPU juga kurang baik karena kurang komitmen organisasi lembaga ini. Hal ini tak lepas dari kenyataan infrastruktur yang mendukung pelaksanaan kerja, antara lain aparat sekretariat yang adalah Pegawai  Negeri Sipil dan secara jelas adalah merupakan aparat pemerintah yang tentu saja membawa budaya kerjanya yaitu budaya birokrasi pemerintahan.

ABSTRACT

The study aims to determine the performance of the General Election Commission (KPU) in the implementation of the 2018 regional head elections in Sitaro district. This research uses descriptive qualitative method with analytical approach. The results showed that the performance of the Sitaro KPU in the election of the regent and deputy regent in 2018 was not as expected. This can be seen from the performance of KPU Sitaro in preparing to hold the election of regents and deputy regents who have not been effective and efficient. One proof of the poor quality of KPU's services is that in providing local election socialization which is considered to be still not good because it is considered inadequate to bring the socialization objectives closer to the public. Even in terms of responsiveness to updating voter data is not good, because the socialization activities take place in parallel and are considered unsatisfactory to the public. In addition, the KPU's responsiveness in terms of personnel placement has not been as expected because the placement of commissioners in the division was not carried out based on an objective assessment based on the educational background of the training that followed. KPU accountability is also not good due to lack of organizational commitment of this institution. This is inseparable from the reality of the infrastructure that supports the implementation of work, including secretariat officials who are Civil Servants and clearly are government officials who of course carry their work culture, that is the culture of government bureaucracy.
