ANALISIS PROSES PENETAPAN UPAH MINIMUM PROVINSI SULAWESI UTARA

Abstract

ABSTRAK

Persoalan upah dan kesejahteraan masyarakat dengan berbagai variasi didalamnya menjadi masalah pokok dan sangat mendominasi persoalan ketenagakerjaan. Terbangunnya masalah pengupahan ini disebabkan karena adanya perbedaan kepentingan yang dimiliki pihak buruh dan pengusaha. Para buruh memperjuangkan haknya sebagai kepentingan untuk memperoleh upah yang wajar sebagai pemenuhan kebutuhan sehari-hari dan untuk meningkatkan taraf hidup yang layak bagi kemanusian serta sebagai sarana meningkatkan kesejahteraan dirinya dan keluarganya. Bagi para pengusaha, upah buruh yang tinggi akan menaikkan biaya produksi, yang pada gilirannya dianggap menjadi salah satu faktor tidak kompetitifnya iklim usaha. Kebijakan pengupahan tersebut salah-satunya dengan penetapan upah minimum yang ditetapkan oleh Gubernur. Pemerintah menetapkan upah minimum tersebut dengan memperhatikan kebutuhan hidup layak, produktivitas, pertumbuhan ekonomi dan inflasi. Pada tahun 2019 pemerintah Sulawesi Utara menetapkan upah minimum provinsi sebesar Rp 3.310.724, upah yang ditetapkan tersebut kemudian menuai polemik di masyarakat, pihak buruh menganggap upah tersebut masih terbilang rendah, sementara di lain pihak, yaitu dalam hal ini pihak pengusaha menyebut upah tersebut terlalu tinggi

`The issue of wages and social welfare, with its various variations, is the main problem and dominates labor issues. The wage problem arises because of the different interests of workers and employers. Workers fight for their rights as an interest to get a fair wage as a fulfillment of their daily needs and to increase a standard of living that is proper for humanity and as a means of improving the welfare of themselves and their families. For entrepreneurs, high labor wages will increase production costs, which in turn are considered to be one of the factors for the uncompetitive business climate. One of the policies for wages is the determination of the minimum wage set by the Governor. The government sets the minimum wage by taking into account the need for a decent living, productivity, economic growth and inflation. In 2019 the government of North Sulawesi set a provincial minimum wage of IDR 3,310,724, the stipulated wage then generated a polemic in the community, the workers considered the wage to be relatively low, while on the other hand, in this case the employer said the wage was too high. high
