KONFLIK TAPAL BATAS WILAYAH ANTARA KABUPATEN BOLAANG MONGONDOW DAN KABUPATEN BOLAANG MONGONDOW SELATAN

Abstract

Konflik perbatasan wilayah merupakan hal yang sering terjadi di beberapa kabupaten maupun kota. Hal  ini merupakan salah satu masalah penting yang luput dari perhatian pemerintah, sehingga berbagai perselisihan muncul antar kalangan masyarakat maupun elit politik yang ada di perbatasan. Konflik yang terjadi lebih di sebabkan oleh faktor pemicu adanya sengketa tapal batas yang pada umumnya belum tuntas di karenakan masalah penyelesaian garis batas akibat persepsi masyarakat maupun elit politik yang berbeda-beda. Konflik tapal batas biasanya sangat rentan terjadi apabila daerah yang diperebutkan memiliki potensi sumberdaya alam dan ekonomi yang sangat baik. Konflik  tapal  batas  daerah  yang terjadi di dua kabupaten di Provinsi Sulawesi Utara  yaitu  Kabupaten Bolaang Mongondow  dengan Kabupaten Bolaang Mongondow Selatan dimana dua daerah kabupaten tersebut  saling  mengklaim wilayahnya yang  berada di wilayah tambang emas PT. JResousrces  Bakan  Gold Mining Bolaang Mongondow, dimana Kabupeten Bolaang Mongondow berpendapat  wilayahnya  digeser  kurang lebih 4 meter kali 30 km didalam wilayah aktivitas tambang. Dengan menggunakan metode kualitatif (Sugiyono, 2012), penelitian ini bertujuan untuk mengidentifikasi dan mengetahui penyebab konflik tapal batas wilayah antara Kabupaten Bolaang Mongondow dan Kabupaten Bolaang Mongondow Selatan. Hasil penelitian diperoleh secara interest yang dimana kalau dihubungkan dengen PT. JResources Bakan Gold Mining Bolaang Mongondow (JRBM) sejak beroperasi dan mulai beroperasi segala pengurusan menyangkut administrasi baik itu perijinan sampai berlangsungnya eksplorasi terhadap kandungan yang ada didalamnya, pertambangan tersebut diurus melalui pemerintah Kabupaten Bolaang Mongondow, kemudian pada saat pembagian royalty daerah Kabupaten Bolaang Mongondow menjadi dirugikan. Dari konflik realistis dipicu oleh kebencian atau prasangka terhadap lawan konflik yang mendorong melakukan agresi untuk mengalahkan atau menghancurkan lawan konfliknya. Dilihat dari konflik bidang kehidupan, hasil penelitian dan observasi dilapangan menggambarkan bahwa konflik persoalan konflik perebutan wilayah ada kaitannya dengan ekonomi.

ABSTRACT

Territorial border conflicts are common in several districts and cities. This is one of the important issues that has escaped the attention of the government, so that various disputes arise between the community and political elites on the border. The conflicts that occur are caused more by the triggering factor for boundary disputes which are generally not yet resolved due to the problem of borderline resolution due to different perceptions of the community and political elites. Boundary conflicts are usually very vulnerable to occur when the contested area has excellent natural and economic resource potential. Conflict over regional boundaries that occurred in two districts in North Sulawesi Province, namely Bolaang Mongondow Regency and Bolaang Mongondow Selatan Regency where the two districts claimed each other's territory in the gold mining area of PT. JResousrces Bakan Gold Mining Bolaang Mongondow, where the Kabupeten Bolaang Mongondow argues that its area has been moved approximately 4 meters by 30 km within the mining activity area. By using qualitative methods (Sugiyono, 2012), this study aims to identify and determine the causes of conflict over the boundaries of the territory between Bolaang Mongondow and Bolaang Mongondow Selatan districts. The results of the research were obtained with an interest which, when connected with PT. JResources Bakan Gold Mining Bolaang Mongondow (JRBM) since its operation and commencement of operations, all management related to administration, from licensing to exploration of the contents in it, the mining is managed through the Bolaang Mongondow Regency government, then at the time of the distribution of regional royalty, Bolaang Mongondow Regency is disadvantaged . From realistic conflicts triggered by hatred or prejudice against conflict opponents that encourage aggression to defeat or destroy the opponents of the conflict. Judging from the conflict in the field of life, the results of research and observations in the field illustrate that the conflict over territorial conflicts has something to do with the economy.
