PERAN KPU KOTA TOMOHON DALAM PEMILIHAN WALIKOTA DAN WAKIL WALIKOTA TAHUN 2020 DALAM MASA PANDEMI COVID-19

Abstract

Tahun 2020 beberapa wilayah di Indonesia melakukan Pemilihan Kepala daerah secara serentak. Untuk Kota Tomohon pada tahun tersebut melakukan pemilihan Walikota dan Wakil Walikota (Pilwako).  Pada proses pelaksanaannya Komis Pemilihan Umum (KPU) Kota Tomohon sebagai penyelenggara mengakui mengalami berbagai permasalahan. Karena seperti yang diketahui  pelaksanaan Pilwako tersebut merupakan penyelenggaraan Pilwako yang unik karena dilakukan pada saat pandemi Covid 19 yang sedang tinggi-tingginya. Salah satu permasalahan yang dihadapi oleh KPU Kota Tomohon adalah keberadaan dari tenaga ad hoc sebagai ujung tombak dalam penyelenggaraan pemilihan tersebut, seperti Kelompok penyelenggara Pemungutan Suara (KPPS). Pandemi covid 19 telah menyebabkan KPU Kota Tomohon kesulitan untuk melakukan rekruitmen tenaga adhoc hingga memaksimalkan peran mereka. Artikel ini akan mengkaji bagaimana upaya yang dilakukan oleh KPU Kota Tomohon dalam memaksimalkan peran tenaga ad hoc yang dalam hal ini KPPS pada Pemilihan Walikota dan Wakil Walikota Kota Tomohon. Hasil penelitian menggambarkan KPU Kota Tomohon melakukan berbagai upaya dalam memaksimalkan keberadaan dari tenaga ad hoc ini, diantaranya dengan melakukan fasilitasi bagipanitia ad hoc khususnya KPPS, mulai dari sosialisasi dan bimbingan teknis (bimtek). Bimtek yang dilakukan terkait tugas panitia dalam debat pilkada, persiapan pilkada, hingga pada saat pilkada. Selain itu, di setiap TPS, KPPS disediakan sarana dan prasarana yang mendukung guna memudahkan tugas KPPS dalam memfasilitasi pemilih dalam memberikan hak suaranya.  Kata Kunci: Tenaga Ad hoc; Pemilihan Walikota dan Wakil Walikota  ABSTRACTIn 2020, several regions in Indonesia will conduct regional head elections simultaneously. The COVID-19 pandemic has made it difficult for the Tomohon City KPU to recruit ad hoc staff to maximize their role. This article will examine how the efforts made by the Tomohon City KPU in maximizing the role of ad hoc personnel, in this case the KPPS in the Election of Mayor and Deputy Mayor of Tomohon City. The results of the study illustrate that the Tomohon City Election Commission has made various efforts to maximize the presence of these ad hoc staff, including by facilitating ad hoc committees, especially KPPS, starting from socialization and technical guidance (bimtek). The technical guidance carried out is related to the committee's duties in the pilkada debate, preparation for the election, to the time of the election.
