Peran Pendamping Desa Dalam Pembangunan Dan Pemberdayaan Masyarakat

ABSTRAKDalam upaya pembangunan desa di Indonesia, peran Tenaga Pendamping Profesional (TPP) sangat krusial. Melalui pendampingan, TPP memastikan bahwa setiap desa di Indonesia mendapatkan akses informasi, sumber daya, dan pengetahuan yang dibutuhkan untuk berkembang. Penelitian ini mengkaji bagaimana peran pendamping desa dalam pembangunan dan pemberdayaan masyarakat desa. Penelitian ini menggunakan metode kualitatif yang akan mendeskripsikan mengenai peran pendamping desa dalam pelaksanaan pembangunan dan pemberdayaan masyarakat khususnya di Desa Panasen Kecamatan Kakas Barat, yang terlihat kurang maksimal. Kajian dilakukan dengan melihat tujuh (7) tugas TPP sesuai dengan Peraturan Menteri Desa Pembangunan Daerah Tertinggal dan Transmigrasi Republik Indonesia Nomor 3 Tahun 2015 Tentang Pendamping Desa. Kajian dilakukan dengan menggunakan indikator yang dikemukan oleh Soekanto yang membedakan peran menjadi tiga jenis yaitu peran aktif, peran pasif dan peran partisipatif. Hasil penelitian menunjukan bahwa peran TPP yang ada di kecamatan Kakas Barat belum maksimal, karena ada beberapa tugas pendampingan yang tidak terlaksana dengan baik. Dilihat dari indikator keaktifan terlihat pendamping desa kurang aktif dalam program pemberdayaan masyarakat desa. Dilihat dari peran partisipatif, hasil penelitian menunjukan bahwa pendamping desa mendampingi desa hanya menyesuaikan dengan program yang ada di desa, tidak ada upaya dari pendamping desa untuk memberi saran agar program pemberdayaan dan pembangunan lebih difokuskan pada kebutuhan masyarakat. Selain itu, hasil penelitian menunjukkan bahwa peran pendamping desa dalam pengorganisasian didalam kelompok-kelompok masyarakat desa tidak maksimal atau pendamping desa kurang berperan dalam hal ini. Terbukti ada beberapa desa di kecamatan Kakas Barat belum membentuk kelompok-kelompok tersebut. Pendamping desa seharusnya bisa mendorong, memotivasi dan memberi saran kepada pemerintah desa atau kader pemberdayaan masyarakat untuk bisa membuat kelompok-kelompok masyarakat yang juga disesuaikan dengan sumber daya manusia agar sesuai dengan kebutuhan masyarakat demi kepentingan pengembangan keterampilan masyarakat desa.

ABSTRACT
In village development efforts in Indonesia, the role of Professional Assistance Personnel (TPP) is very crucial. Through mentoring, TPP ensures that every village in Indonesia has access to the information, resources and knowledge needed to develop. This research examines the role of village assistants in the development and empowerment of village communities. This research uses a qualitative method which will describe the role of village assistants in implementing development and community empowerment, especially in Panasen Village, West Kakas District, which appears to be less than optimal. The study was carried out by looking at seven (7) TPP tasks in accordance with the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia Number 3 of 2015 concerning Village Facilitators. The study was carried out using indicators proposed by Soekanto which differentiates roles into three types, namely active roles, passive roles and participative roles. The research results show that the role of the TPP in West Kakas sub-district is not optimal, because there are several mentoring tasks that are not carried out well. Judging from the activity indicators, it can be seen that village assistants are less active in village community empowerment programs. Viewed from the participatory role, the research results show that village assistants accompanying villages only adapt to existing programs in the village, there is no effort from village assistants to provide suggestions so that empowerment and development programs are more focused on community needs. Apart from that, the research results show that the role of village assistants in organizing within village community groups is not optimal or that village assistants play less of a role in this matter. It is proven that several villages in West Kakas sub-district have not yet formed these groups. Village assistants should be able to encourage, motivate and provide advice to the village government or community empowerment cadres to be able to create community groups that are also adapted to human resources to suit community needs in the interests of developing village community skills.
