Partisipasi Kalangan Perempuan Pada Pencalonan Anggota Legislatif Pemilu Tahun 2024 Di Daerah Pemilihan Sario-Malalayang

Negara yang menganut sistem demokrasi pada dasarnya melibatkan masyarakat baik dalam perencanaan maupun proses jalannya pemerintahan. Partisipasi politik menjadi aspek penting dalam pelaksanaan demokrasi, sebab tanpa partisipasi masyarakat, sebuah negara tidak dapat disebut demokratis. Salah satu isu yang menjadi perhatian adalah rendahnya partisipasi perempuan di dunia politik formal. Rendahnya partisipasi ini disebabkan oleh budaya patriarki yang mendominasi, menempatkan perempuan sebagai kelas kedua, serta adanya konstruksi sosial terkait peran gender. Padahal, berbagai perangkat hukum seperti Undang-Undang RI No. 39 Tahun 1999 tentang HAM, serta ratifikasi Konvensi Hak-Hak Politik Perempuan dan penghapusan diskriminasi terhadap perempuan melalui Undang-Undang No. 7 Tahun 1984, telah menegaskan hak politik perempuan. Namun, keterwakilan perempuan di lembaga politik formal masih sangat rendah dibandingkan laki-laki. Pada pemilihan anggota legislatif di Daerah Pemilihan Sario-Malalayang terjadi lonjakan partisipasi calon anggota legislatif dibandingkan pemilihan legislatif tahun 2019. Berdasarkan fenomena tersebut, penelitian ini bertujuan untuk mengetahui faktor-faktor yang menyebabkan tingginya tingkat partisipasi calon anggota legislatif perempuan pada Pemilihan Umum di Daerah Pemilihan (Sario-Malalayang) Kota Manado Tahun 2024.

ABSTRACT

A country that adopts a democratic system essentially involves the participation of its people in both planning and the implementation of governance. Political participation is a crucial aspect of democracy since, without active involvement of the people, a country cannot be considered democratic. One of the issues of concern is the low level of women’s participation in formal politics. This low participation is caused by the dominance of patriarchal culture, which positions women as second-class citizens, as well as the social construction of gender roles. In fact, various legal instruments, such as the Indonesian Law No. 39 of 1999 on Human Rights, and the ratification of the Convention on the Political Rights of Women and the Convention on the Elimination of All Forms of Discrimination against Women through Law No. 7 of 1984, have affirmed women’s political rights. However, Women's representation in formal political institutions is still very low compared to men. In the legislative elections in the Sario-Malalayang Electoral District, there was a surge in the participation of female legislative candidates compared to the 2019 legislative elections. Based on this phenomenon,  this study aims to identify the factors that caused the high level of participation of female legislative candidates in the 2024 General Election in the Sario-Malalayang Electoral District of Manado City.
