PERAN PEMERINTAH DALAM MENANGGULANGI PERNIKAHAN DINI DI DESA BULAWAN KECAMATAN KOTABUNAN KABUPATEN BOLAANG MONGONDOW TIMUR

Abstract

Pernikahan dini merupakan salah satu permasalahan sosial yang masih banyak terjadi di berbagai daerah di Indonesia, termasuk di Desa Bulawan, Kecamatan Kotabunan, Kabupaten Bolaang Mongondow Timur. Fenomena ini dipengaruhi oleh faktor budaya, ekonomi, pendidikan, serta pemahaman masyarakat tentang pernikahan yang masih cenderung tradisional. Penelitian ini bertujuan untuk menganalisis efektivitas peran pemerintah desa dalam menanggulangi pernikahan dini dengan menggunakan teori peran pemerintah menurut Henry Mintzberg, yang meliputi peran regulatif, fasilitatif, koordinatif, dan partisipatif. Penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Informan terdiri dari perangkat pemerintah desa, Kantor Urusan Agama (KUA), kader Posyandu, tokoh masyarakat, serta pasangan atau keluarga yang pernah mengalami pernikahan dini. Hasil penelitian menunjukkan bahwa pemerintah desa telah berupaya menjalankan perannya melalui sosialisasi mengenai batas usia perkawinan, koordinasi dengan KUA, serta melibatkan Posyandu dan tokoh masyarakat dalam penyebaran informasi tentang dampak pernikahan dini. Namun penerapan empat aspek peran pemerintah belum optimal. Pada aspek regulatif, belum terdapat Peraturan Desa (Perdes) khusus yang mengatur pencegahan pernikahan dini. Pada aspek fasilitatif, program edukasi kesehatan reproduksi dan pendampingan remaja masih terbatas dan bersifat insidental. Pada aspek koordinatif, sinergi antarinstansi belum berjalan secara berkelanjutan. Sementara pada aspek partisipatif, keterlibatan masyarakat, tokoh adat, serta tokoh agama belum maksimal karena masih kuatnya nilai budaya dan persepsi bahwa pernikahan dini dapat menjadi solusi atas masalah sosial. Penelitian ini menyimpulkan bahwa pemerintah desa memerlukan penguatan peran melalui pembentukan regulasi lokal, peningkatan kapasitas edukasi, serta kolaborasi lintas sektor secara berkelanjutan untuk menekan angka pernikahan dini di Desa Bulawan. Upaya holistik dan berkesinambungan sangat penting agar pencegahan pernikahan dini dapat berjalan lebih efektif.

ABSTRACT

Early marriage remains a significant social issue in many regions of Indonesia, including Bulawan Village, Kotabunan District, East Bolaang Mongondow Regency. This phenomenon is influenced by cultural traditions, economic conditions, educational limitations, and community perceptions that still view marriage through a traditional lens. This study aims to analyze the effectiveness of the village government's role in addressing early marriage by applying Henry Mintzberg’s theory of governmental roles, which includes regulatory, facilitative, coordinative, and participative functions. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Informants include village government officials, the Office of Religious Affairs (KUA), Posyandu cadres, community leaders, and individuals or families who have experienced early marriage. The findings show that the village government has attempted to carry out preventive measures through socialization programs regarding the legal age of marriage, coordination with KUA, and the involvement of Posyandu and local leaders in disseminating information about the negative impacts of early marriage. However, the implementation of the four governmental roles is not yet optimal. In the regulatory aspect, no specific village regulation exists to formally govern early marriage prevention. In the facilitative aspect, educational programs on reproductive health and youth mentoring remain limited and sporadic. In the coordinative aspect, institutional synergy is still weak and inconsistent. Meanwhile, in the participatory aspect, community involvement remains limited due to strong cultural values and perceptions that early marriage can resolve social or family issues. This study concludes that strengthening the village government's role—through the establishment of local regulations, enhanced educational initiatives, and sustained cross-sector collaboration—is crucial for reducing the prevalence of early marriage in Bulawan Village. A holistic and continuous approach is required to ensure more effective prevention efforts.
