PARTISIPASI POLITIK MASYARAKAT DALAM PEMILIHAN BUPATI DAN WAKIL BUPATI KABUPATEN LANY JAYA PROVINSI PAPUA TAHUN 2017 (Studi Di Desa Gumagame Kecamatan Yiginua Kabupaten Lany Jaya )

ABSTRAK

Salah satu partisipasi yang dilakukan oleh masyarakat dalam kegiatan politik adalah berpartisipasi dalam penyelenggaraan Pemilihan Umum. Partisipasi politik masyarakat dalam sebuah kompetisi politik seperti pemilihan umum dipengaruhi oleh banyak factor, diantaranya peran pemerintah dalam bentuk peraturan perundangan yang digunakan, penyelenggara pemilihan umum, partai politik, kepemimpinan, disamping factor budaya dan system social yang ada dan berkembang di tengah masyarakat.

Masyarakat desa Gumagame yang dalam kehidupan sehari-harinya hanya bertani dan kehidupan social yang terbilang miskin, kepercayaan terhadap proses politik (pilkada) yang dapat membantu menyelesaikan masalah mereka ternyata telah menjadikan mereka cenderung apatis terhadap politik. Hal tersebut dibuktikan dengan tingkat partisipasi masyarakat politik masyarakat didesa Gumagame pada pemilihan bupati dan wakil bupati pada tahun 2017 tersebut. Dari data yang ada masyarakat yang menggunakan hak pilih hanya sekitar 200 orang dari 300 daftar pemilih tetap dalam pilkada. Hal itu dapat asumsikan bahwa tingkat partisipasi masyarakat dalam pilkada tersebut sangat rendah. Kenapa hal itu terjadi tentu menarik untuk ditelusuri. Penelitian ini dilakukan untuk memenuhi keinginan tersebut agar kedepannya dapat dicarikan solusi untuk mengatasi persoalan terkait partisipasi politik masyarakat dalam pemilihan umum.

ABSTRACT

One of the people's participation in political activities is participating in the holding of general elections. Public political participation in a political competition such as a general election is influenced by many factors, including the role of the government in the form of laws and regulations used, general election organizers, political parties, leadership, in addition to cultural factors and social systems that exist and develop in society.

The people of Gumagame village, who in their daily lives only farm and in a relatively poor social life, believe in the political process (pilkada) that can help solve their problems, which has made them tend to be apathetic towards politics. This is evidenced by the level of participation of the political community in the village of Gumagame in the election of the regent and deputy regent in 2017. From the existing data, only about 200 people from 300 final voter lists in the regional elections use their right to vote. It can be assumed that the level of public participation in the pilkada is very low. Why this happens is certainly interesting to explore. This research was conducted to fulfill this desire so that in the future solutions can be found to overcome problems related to public political participation in general elections.
