PERANAN ELIT LOKAL MASYARAKAT PADA PEMILIHAN UMUM KEPALA DAERAH 2017 DI DESA SOPI MAJIKO KECAMATAN MOROTAI JAYA KABUPATEN PULAU MOROTAI PROVINSI MALUKU UTARA

Abstract

ABSTRAK

Pemilihan Kepala Daerah secara langsung merupakan bagian terpenting dari demokrasi di Indonesia. Dengan diselenggarakannya pesta demokrasi langsung tersebut dapat di pandang sebagai adanya kelenturan atau fleksibilitas pemerintah reformasi menjawab tuntutan masyarakat tentang perlunya suatu system pemerintahan yang memberi peran lebih besar kepada masyarakat di daerah, yaitu suatu sistem pemerintah yang tidak sentralistis. Demokrasi adalah proses menuju peradaban yang baik. Pemilu untuk kepala daerah dan DPRD, politik lokal di Indonesia memperlihatkan satu fenomena politik yang tampak bertolak belakang para elit politik saling bersaing sengit, namun sekaligus saling bekerja sama. Akibatnya, tidak perna ada oposisi di panggung politik lokal. Ini terjadi karena persaingan dalam pemilu telah menjelma menjadi kerjasama dalam pelaksanaan pemerintahan. Dengan demikian, persaingan antar elit politik lokal dapat dimaknai sebagai situasi yang menegaskan berbagai perbedaan politik mereka demi mengartikulasikan kepentingan kolektif kelompok sosial yang coba diwakili. Pilkada selalu ditandai dengan adanya peran elit lokal. Memahami tentang pengaruh elit lokal pada masyarakat dalam proses Pilkada merupakan aspek penting dalam rangka mengantisipasi dampak negatif  bagi masyarakat. Kaum elit merupakan suatu istilah yang sering kita dengar, tidak hanya dalam aktivitas politik namun juga dalam aktivitas sosial. Seperti yang kita ketahui kaum elit di mana pun berada pasti mempunyai suatu power (kekuasaan) untuk melakukan suatu kegiatan ataupun tindakan. Melihat kontes politik lokal Pada Pemilukada Bupati dan Wakil Bupati yang berlangsung di Desa Sopi Majiko, Kec. Morotai Jaya, Kab. Pulau Morotai, Prov. Malut. Elit lokal masih cenderung mempergunakan kuasanya untuk mempengaruhi masyarakat,  pada setiap pemilihan umum kepalah daerah, ini terjadi karena adanya kepentigan antara kedua belah pihak baik elit lokal maupun masyarakat.

ABSTRACT

Direct election of Regional Heads is the most important part of democracy in Indonesia. The holding of a direct democracy party can be viewed as the flexibility or flexibility of the reform government in responding to the demands of the community about the need for a government system that gives a greater role to the community in the region, namely a non-centralized government system. Democracy is a process towards good civilization. Elections for regional heads and DPRD, local politics in Indonesia show a political phenomenon that seems contradictory to the political elites competing fiercely, but at the same time work together. As a result, there has never been opposition on the local political stage. This happens because competition in elections has become a collaboration in the implementation of government. Thus, competition between local political elites can be interpreted as a situation that confirms their political differences in order to articulate the collective interests of the social groups that they are trying to represent. Local elections are always marked by the role of local elites. Understanding the influence of local elites on the community in the Election process is an important aspect in anticipating negative impacts on the community. Elite is a term that we often hear, not only in political activities but also in social activities. As we know, elites everywhere are bound to have a power to carry out an activity or action. Seeing local political contests at the Regent and Deputy Regent General Election in Sopi Majiko Village, Kec. Morotai Jaya, Kab. Morotai Island, Prov. Malut. Local elites still tend to use their power to influence the community, in each general election it is regional, this occurs because of interest between the two parties, both local and community elites.
