KINERJA PANITIA PEMILIHAN KECAMATAN (PPK) KECAMATAN TOMOHON BARAT PADA PENYELENGGARAAN PEMILIHAN WALIKOTA DAN WAKIL WALIKOTA KOTA TOMOHON TAHUN 2015

Abstract

ABSTRAK

Dalam kaitannya dengan penyelengaraan Pemilihan Kepala Daerah (Pemilukada), keberadaan Panitia Pemilihan Kecamatan (PPK) merupakan salah satu komponen penyelenggara. Keberadaan PPK diatur berdasarkan Undang-Undang Nomor 1 Tahun 2015 tentang Penyelenggara Pemilihan Umum. PPK memiliki fungsi yang sangat strategis dalam penyelenggaraan Pemilukada, oleh karena posisinya sebagai penanggung jawab lapangan penyelenggaraan Pemilukada. Oleh sebab itu dapat dikatakan bahwa Panitia Pemilih Tingkat Kecamatan (PPK) merupakan salah satu “ujung tombakâ€Â  yang menentukan baik atau buruknya pelaksanaan Pemilukada. Ironisnya saat menjalankan peran tersebut justru keberadaan PPK sering menjadi permasalahan baik sejak proses hingga hasil dari pemilukada.. Penelitian ini akan mencoba menggali dan mengidentikasi kinerja PPK kecamatan Tomohon Barat pada saat penyelenggaraan Pemilihan Walikota (PILWAKO) kota Tomohon pada tahun 2015. Berbeda dari penelitian-penelitian yang sudah pernah dilakukan sebelumnya, yang melihat kelemahan dari kinerja PPK, maka penelitian ini berupaya menggali aspek keunggulan dari kinerja Panitia Pemilihan Kecamatan di Kecamatan Tomohon Barat pada pemilihan Walikota dan Wakil Walikota Tomohon Tahun 2015 lalu. Hal ini didasari pada fakta bahwa dalam keterbatasannya Panitia Pemilih Kecamatan (PPK) kecamatan Tomohon Barat, merupakan PPK dengan kinerja yang terbaik. Hal ini terukur dari kemampuan melaksanakan dan menyelesaikan tugas-tugasnya secara tepat waktu. Oleh sebab itu penelitian ini akan mencoba untuk menganalisis dan menemukan model atau konsep baru yang dapat diaplikasikan untuk memperkuat kinerja PPK dalam pelaksanaan pemilihan Walikota dan Wakil walikota selanjutnya.

ABSTRACT

In relation to the holding of Regional Head Elections (Pemilukada), the existence of the District Election Committee (PPK) is one of the components of the organizer. The existence of PPK is regulated based on Law Number 1 of 2015 concerning General Election Organizers. PPK has a very strategic function in the implementation of Pemilukada, because of its position as the person in charge of the field for Pemilukada implementation. Therefore it can be said that the District Level Voting Committee (PPK) is one of the "spearheads" that determines the good or bad implementation of the Pemilukada. Ironically, when carrying out this role, the existence of PPK often becomes a problem both from the process to the results of the post-conflict local election. This research will try to explore and identify the performance of the West Tomohon PPK at the time of holding the Tomohon Mayor Election (PILWAKO) in 2015. Different from the research- research that has been done before, which saw the weaknesses of the performance of the PPK, this research seeks to explore the superior aspects of the performance of the District Election Committee in West Tomohon Subdistrict in the 2015 election for Mayor and Deputy Mayor of Tomohon. This is based on the fact that, within its limitations, the Subdistrict Electoral Committee (PPK) of West Tomohon Subdistrict is the KDP with the best performance. This is measured by the ability to carry out and complete tasks in a timely manner. Therefore this research will try to analyze and find new models or concepts that can be applied to strengthen the performance of KDP in the implementation of the next election for Mayor and Deputy Mayor.
