PERAN TOKOH MASYARAKAT DALAM PEMBUATAN PERATURAN DESA

Abstract

ABSTRAK

 

Setiap  desa pasti membuat Peraturan Desa, namun tidak semua desa dapat membuat Peraturan Desa. Terkadang keputusan atau kebijakan dalam peraturan desa tidak menghasilkan kebijakan pembangunan yang dirasakan langsung oleh masyarakat, sebagian masyarakat merasa tidak adil dan proses pembuatan kebijakan sering tidak melibatkan semua unsur warga, di mana peraturan desa merupakan satu mata rantai dalam sistem atau proses pembangunan desa. Untuk menghasilkan Peraturan Desa, perlu dilakukan proses musyawarah desa, persoalannya musyawarah tingkatan desa sering menjadi formalitas belaka, keputusan sudah diambil sepihak oleh pemerintah desa. Proses pembuatan pembuatan peraturan desa menjadi tidak partisipatif sebagaimana prinsip pembangunan masyarakat desa, sehingga hasil dari peraturan tersebut tidak berjalan dengan baik atau tidak mendapat dukungan penuh dari masyarakat.

Mengacu pada aturan hukum yang berlaku, dalam hal ini UU No 25 Tahun 2004 tentang Strategi Perencanaan Pembangunan Nasional, maka partisipasi masyarakat harus menjadi prioritas utama dalam merencanakan pembangunan sebagai bentuk dari proses demokrasi. Bahwa perencanaan sebagai awal dari pembangunan yang harus melibatkan semua elemen masyarakat.

ABSTRACT

Every village must make Village Regulations, but not all villages can make Village Regulations. Sometimes decisions or policies in village regulations do not produce development policies that are felt directly by the community, some people feel unfair and the policy-making process often does not involve all elements of the community, where village regulations are a link in the village development system or process. To produce a Village Regulation, it is necessary to carry out a village deliberation process, the problem is that deliberation at the village level is often a mere formality, decisions have been taken unilaterally by the village government. The process of making village regulations is not participatory as is the principle of village community development, so that the results of these regulations do not run well or do not receive full support from the community.

Referring to the prevailing legal regulations, in this case Law No. 25 of 2004 concerning the National Development Planning Strategy, community participation must be a top priority in planning development as a form of democratic process. That planning is the beginning of development that must involve all elements of society.
