PENGARUH KOMPETENSI APARATUR SIPIL NEGARA TERHADAP EFEKTIVITAS PENGELOLAAN ASET DAERAH (Studi di Badan Pengelolaan Keuangan dan Pendapatan Daerah Kota Tomohon )

Aset Daerah merupakan Barang Milik Daerah (BMD) yang memiliki peran penting dalam meningkatkan kinerja pemerintah daerah utamanya dalam memberikan layanan kepada masyarakat. Untuk itu pemerintah telah menertibkan Peraturan Pemerintah (PP) Nomor 27 Tahun 2014 tentang Pengelolaan Barang Milik Negara/daerah disebutkan bahwa pengelolaan Barang Milik Negara/daerah harus dilaksanakan berdasarkan asas fungsional, kepastian hukum, transparansi, efisiensi, akuntabilitas, dan kepastian nilai. Adapun tugas dan fungsi bidang pengelolaan aset daerah melakukan perencanaan, penyusunan program, penetapan kebijakan penatausahaan barang milik daerah, melaksanakan evaluasi dan pelaporan penyelenggaraan pengelolaan barang milik daerah. Namun mengkaji kualitas aparatur pemerintahnya, masih terdapat permasalahan yang kemudian menghambat efektivitas pengelolaan aset daerah antara lain ketidaktertiban dalam pengelolaan data barang daerah atau aset itu sendiri. Hal ini menyebabkan Pemerintah Daerah kesulitan untuk mengetahui secara pasti aset yang dikuasai atau dikelolanya dan di sisi lain pemerintah daerah mengalami kesulitan untuk mengembangkan pemanfaatan aset dimasa mendatang. Oleh karena itu, diperlukan adanya pengelolaan aset secara teratur dan identifikasi aset dalam hal pengadaan, penggunaan, penilaian, dan pemanfaatan sehingga efektivitas pengelolaan aset dapat dipertanggungjawabkan. Penelitian ini bertujuan untuk mengetahui pengaruh kompetensi Aparatur Sipil Negara terhadap efektivitas pengelolaan aset daerah. Sehingga landasan teori yang digunakan adalah Teori Spencer dan Wibowo (dalam Sudaryo 2018 : 325) untuk variabel Kompetensi dan Teori Tangkilisan (dalam Steers Richard 2013 : 140-141) untuk variabel Efektivitas. Metode penelitian ini menggunakkan pendekatan kuantitatif dengan populasi sebanyak 50 orang. Persamaan regresi antara Kompetensi (X) dan Efektivitas (Y) dirumuskan sebagai Y=a+bX yang dianalisis menggunakkan program SPSS versi 22.0. Hasil penelitian menunjukkan bahwa persamaan regresi kedua variabel adalah Y=21,280 + 0,399X, dan hasil analisis data serta pengujian hipotesis menunjukkan adanya pengaruh dari kompetensi terhadap efektivitas dengan besar pengaruh sebesar 53,7% dan tingkat pengaruh sebesar 0,733. Kompetensi Aparatur Sipil Negara dinilai cukup penting dan sangat berpengaruh untuk meningkatkan efektivitas pengelolaan aset daerah secara signifikan.

ABSTRACT

Regional Assets are Regional Property (BMD) which has an important role in improving the performance of local governments, especially in providing services to the community. For this reason, the government has curbed Government Regulation (PP) No. 27 of 2014 concerning Management of State / Regional Government Property states that management of State / Regional Government Property must be carried out based on functional principles, legal certainty, transparency, efficiency, accountability, and value certainty. The tasks and functions in the area of regional asset management carry out planning, program preparation, setting policies on the administration of regional assets, carrying out evaluations and reporting on the management of regional assets. However, examining the quality of the government apparatus, there are still problems that then hamper the effectiveness of the management of regional assets, including disorder in managing data on regional goods or the assets themselves. This makes it difficult for the Regional Government to know for certain the assets that are controlled or managed and on the other hand the local government is having difficulty developing the utilization of assets in the future. Therefore, it is necessary to have regular asset management and asset identification in terms of procurement, use, valuation, and utilization so that the effectiveness of asset management can be accounted for. This study aims to determine the effect of the competence of the State Civil Apparatus on the effectiveness of the management of regional assets. So the theoretical basis used is the Theory of Spencer and Wibowo (in Sudaryo 2018: 325) for the Competency variable and Tangkilisan Theory (in Steers Richard 2013: 140-141) for the Effectiveness variable. This research method uses a quantitative approach with a population of 50 people. The regression equation between Competency (X) and Effectiveness (Y) is formulated as Y = a + bX analyzed using the SPSS version 22.0 program. The results showed that the regression equation for the two variables was Y = 21,280 + 0,399X, and the results of data analysis and hypothesis testing showed the effect of competence on effectiveness with a large effect of 53.7% and the level of influence of 0.733. The competence of the State Civil Apparatus is considered quite important and very influential to significantly increase the effectiveness of regional asset management.
