PERAN PEREMPUAN DALAM PERUMUSAN KEBIJAKAN DI DPRD KOTA MANADO PERIODE 2014-2019

Abstract

Dalam perspektif gender, kondisi biologis bersifat tetap sama dan tidak akan pernah berubah, yaitu antara laki-laki dan perempuan. Perbedaan biologis ini menjadi bermakna politis, ekonomi dan sosial saat dalam tatanan kultural mengenal pembagian kerja secara hierarkis antara perempuan dan laki-laki. Sehingga faktor kultural di transformasikan bersama faktor biologis ke dalam masalah sosial dan politik. Yang muncul kemudian adalah subordinasi perempuan oleh kaum laki-laki dalam sektor publik maupun domestik. Badan legislatif Indonesia dalam hal ini MPR, DPR, DPRD dan DPD juga tidak lepas dari permasalahan ini, dimana posisi perempuan cenderung berada di bawah kaum laki-laki dalam berbagai hal, khususnya dalam hal pengambilan keputusan dilembaga-lembaga politik, selalu ada kesenjangan antara laki-laki dan perempuan. Lemahnya peran perempuan dalam pengambilan keputusan berimplikasi pada produk kebijakan yang cenderung lebih memperlebar jurang kesenjangan antara laki-laki dan perempuan. Dengan menggunakan pendekatan kualitatif (Cresswel, 2012), penelitian ini mengkaji peran perempuan anggota DPRD Kota Manado terkait dengan proses perumusan kebijakan. Kajian dilakukan menggunakan teori yang dikemukakan oleh Soerjono Soekanto (2002:441) tentang unsur-unsur peranan atau role seperti Aspek dinamis dari kedudukan, Perangkat hak-hak dan kedudukan, Perilaku sosial dari pemegang kedudukan, Bagian dari aktivitas yang di mainkan seseorang. Temuan penelitian menunjukkan bahwa perempuan anggota DPRD periode 2014-2019 belum bisa berperan aktiv dalam menjalankan perannya sebagai representasi masyarakat Kota Manado. Sehingga membuat kerja-kerja legislatif di DPRD Kota Manado pada periode 2014-2019 tidak bisa berjalan secara maksimal. Pasifnya anggota DPRD Perempuan dalam hal perumusan kebijakan di DPRD Kota Manado periode 2014-2019 disebabkan oleh faktor eksternal dan internal. Faktor eksternal dalam hal ini adalah konatruksi sosial dari setiap perempuan anggota DPRD Kota Manado periode 20114-2019. Konstruksi sosial yang terbangun pada umumnya masih mempertahankan nilai-nilai patriarkhi. Faktor internal adalah faktor dari dalam DPRD Kota Manado periode 2014-2019 sendiri. Kepentingan fraksi sangat mendominasi kepentingan lainnya dalam hal ini kepentingan dapil yang diwakili. Setiaap anggota dewan hanya difokuskan untuk menyuarakan hal apa saja yang dibahas dan telah disepakati raksi untuk diusulkan dalam persidangan, sehingga setiap anggota dewan tidak lagi berfokus dalam menyuarakan permasalahan yang ada pada dapil masing-masing.

ABSTRACT

In a gender perspective, biological conditions are the same and will never change, namely between men and women. This biological difference becomes meaningful politically, economically and socially when the cultural order recognizes the hierarchical division of labor between men and women. So that cultural factors are transformed with biological factors into social and political problems. What emerged then was the subordination of women by men in the public and domestic sectors. The Indonesian legislative body, in this case the MPR, DPR, DPRD and DPD are also inseparable from this problem, where the position of women tends to be below men in various ways, especially in terms of decision making in political institutions, there is always a gap between men. -men and women. The weak role of women in decision making has implications for policy products that tend to further widen the gap between men and women. Using a qualitative approach, this study examines the role of women members of the Manado City DPRD in the policy formulation process. The study was carried out using the theory put forward by Soerjono Soekanto (2002: 441) regarding the elements of a role such as dynamic aspects of position, tools of rights and position, social behavior of position holders, part of the activities that a person plays. That women DPRD members for the 2014-2019 period have not been able to play an active role in carrying out their roles as representatives of the people of Manado City. So that the legislative work in the Manado City DPRD in the 2014-2019 period cannot run optimally. The passivity of women DPRD members in formulating policies in the Manado City DPRD for the 2014-2019 period is caused by external and internal factors. The external factor in this case is the social construction of each woman member of the Manado City DPRD for the 20114-2019 period. The social construction that is built generally still maintains patriarchal values. Internal factors are factors from within the Manado City DPRD for the 2014-2019 period itself. The interests of the factions dominate other interests, in this case the interests of the electoral districts being represented. Each member of the council is only focused on voicing whatever matters are discussed and agreed upon by the factions to be proposed in the trial, so that each member of the council is no longer focused on voicing the problems that exist in their respective electoral districts.
