Governability Challenges in Indonesian Aquaculture: A Political-Legal Analysis

Aquaculture has become one of the fastest-growing food production sectors globally and is increasingly recognized as a strategic component of food security, economic development, and Blue Economy policies. In Indonesia, rapid aquaculture expansion has generated significant opportunities for production growth, employment, and export development. However, it has also intensified ecological pressures, institutional complexity, stakeholder conflicts, and governance challenges. This study aims to synthesize existing knowledge on Indonesian aquaculture governance and develop a conceptual framework for strengthening aquaculture governability. A Systematic Literature Review (SLR) was conducted following the PRISMA 2020 guidelines. Literature was collected from Scopus, Web of Science, ScienceDirect, Dimensions, SpringerLink, and Garuda databases, resulting in 68 studies published between 2015 and 2026 that met the inclusion criteria. The findings were analyzed using thematic synthesis and interpreted through the lens of Interactive Governance theory. The review identified five interrelated dimensions shaping aquaculture governability: economic growth orientation, ecological sustainability, institutional coordination, state–market–community interaction, and enforcement and knowledge systems. The results indicate that governance remains predominantly growth-oriented, while ecological resilience, social inclusion, regulatory coherence, and adaptive governance capacities often receive insufficient attention. Based on the synthesis, this study proposes a conceptual framework of Indonesian aquaculture governability that integrates economic, ecological, institutional, social, and informational dimensions. The framework contributes to governance scholarship by providing an analytical foundation for understanding and improving adaptive, participatory, and sustainable aquaculture governance in complex social-ecological systems.
