Abstract

This study aimed to identify leading capture fishery commodities based on landing production and evaluate fish resource utilization at Kema Fish Landing Base, North Minahasa Regency, Indonesia. A quantitative descriptive approach was applied using fish landing production and fishing activity data recorded through the enumerator system from January 2024 to February 2026. Data were analyzed using production composition, Fishing Power Index (FPI), Catch Per Unit Effort (CPUE), and the Schaefer surplus production model to estimate optimum fishing effort (Fopt), Maximum Sustainable Yield (MSY), and Total Allowable Catch (TAC). The results identified five leading fishery commodities, namely shortfin scad (Decapterus macrosoma), skipjack tuna (Katsuwonus pelamis), bigeye scad (Selar crumenophthalmus), bullet tuna (Auxis rochei), and yellowfin tuna (Thunnus albacares). The Schaefer model indicated that only skipjack tuna and yellowfin tuna satisfied the model assumptions, with estimated Fopt values of 168.66 and 126.14 standard trips, MSY values of 90.50 and 20.07 tons, and TAC values of 72.40 and 16.06 tons, respectively. Integrating production composition, FPI, CPUE, and the Schaefer surplus production model provided a comprehensive assessment of fish resource utilization and offered scientific information to support evidence-based and sustainable capture fisheries management at Kema Fish Landing Base.
