KEBIJAKAN PENGELOLAAN DAN PRAKTIK TANGGUNG JAWAB SOSIAL TERHADAP PENGEMBANGAN DESA WISATA BERKELANJUTAN DI JAWA TIMUR: SEBUAH MODEL MEDIASI

ABSTRACT
The tourism industry is expected to recover after the Covid-19 pandemic. In Indonesia, tourism, which emphasizes community empowerment as an important feature of tourism villages, is expected to be an alternative driving force for tourism to show growth again. However, this certainly raises social and environmental challenges, which in turn draw attention to tourism patterns. Sustainable tourism promises the environmental protection and socio-cultural elements that are the main strengths of most tourist villages in Indonesia. Therefore, this study aims to understand the complex relationship between tourism village management policies and social responsibility that emphasizes sustainable tourism development. This study involved tourism village managers at the managerial level from 138 tourist villages in East Java Province, Indonesia. This study proposes that tourism village management policies and social responsibility have a positive and significant impact on the development of sustainable tourism villages. In addition, social responsibility is also able to play its role in mediating the relationship between tourism village management policies and sustainable tourism village development.

ABSTRAK
Industri pariwisata diharapkan dapat mulai bangkit kembali pasca pandemi Covid-19. Di Indonesia, pariwisata yang menekankan pada pemberdayaan masyarakat yang menjadi ciri utama dari desa wisata diharapkan dapat menjadi motor penggerak alternatif sehingga pariwisata bisa menunjukkan pertumbuhannya kembali. Namun, hal ini tentunya menimbulkan tantangan sosial dan lingkungan, yang pada gilirannya menarik perhatian pada pola pariwisata. Pariwisata berkelanjutan menjanjikan perlindungan lingkungan dan elemen sosial budaya yang menjadi kekuatan utama dari sebagian besar desa wisata di Indonesia. Oleh karena itu, studi ini bertujuan untuk memahami hubungan yang kompleks antara kebijakan pengelolaan desa wisata dan tanggung jawab sosial yang menekankan pada pengembangan pariwisata berkelanjutan. Studi ini melibatkan pengelola desa wisata pada level manajerial yang berasal dari 138 desa wisata yang ada di Provinsi Jawa Timur, Indonesia. Studi ini mengusulkan bahwa kebijakan pengelolaan desa wisata dan tanggung jawab sosial memiliki dampak yang positif dan signifikan terhadap pengembangan desa wisata berkelanjutan. Selain itu, tanggung jawab sosial juga mampu memainkan perannya dalam memediasi hubungan antara kebijakan pengelolaan desa wisata dan pengembangan desa wisata berkelanjutan.
