Abstract

Penelitian ini mengkaji kinerja kepala desa  Tariang dalam melaksanakan pembangunan desa. Desa Tariang Lama memiliki potensi besar di sektor pertanian dan kelautan, namun dihadapkan pada tantangan kondisi geografis, keterbatasan anggaran, serta sumber daya manusia yang belum memadai. Kinerja kepala desa akan dikaji dengan menggunakan konsep kinerja dan indikator dari Dr. Welly Waworundeng, S.Sos, M.Si, yang mengukur kinerja melalui lima dimensi: kualitas perencanaan, efektivitas pelaksanaan, akuntabilitas keuangan, pemberdayaan masyarakat, dan keberlanjutan pembangunan, serta menekankan semangat kebersamaan "Torang Satu Kampung" dan peluang masa jabatan 8 tahun. Metode penelitian yang digunakan adalah metode kualitatif deskriptif, dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa secara umum kinerja kepala desa periode 2018–2026 berada pada kategori Cukup Baik. Kepala desa telah menyusun dokumen perencanaan lengkap dan melaksanakan berbagai pembangunan fisik seperti jalan, fasilitas air bersih, dan perbaikan rumah, serta pengelolaan keuangan yang aman secara administrasi. Namun, kinerja belum maksimal karena masih banyak rencana yang belum terwujud akibat dana terbatas, kualitas bangunan yang kurang awet karena lemah pengawasan, laporan keuangan yang sulit dipahami warga, serta partisipasi masyarakat yang hanya terbatas pada kerja fisik saja. Masalah terbesar adalah belum adanya sistem pemeliharaan hasil pembangunan, sehingga keberlanjutan program terancam. Faktor pendukung kinerja meliputi budaya gotong royong yang kuat, adanya Dana Desa, dukungan pemerintah daerah, dan komitmen perangkat desa. Disimpulkan bahwa kepala desa telah memenuhi tugas pokok dan fungsi, namun belum memenuhi standar kinerja maksimal terutama dalam transparansi, pengawasan, dan keberlanjutan.

ABSTRACT

This study examines the performance of the Tariang village head in implementing village development. Tariang Lama Village has significant potential in the agricultural and maritime sectors, but faces challenges such as geographical conditions, budget constraints, and inadequate human resources. The village head's performance will be assessed using the performance concept and indicators developed by Dr. Welly Waworundeng, S.Sos, M.Si., which measures performance through five dimensions: planning quality, implementation effectiveness, financial accountability, community empowerment, and development sustainability. It also emphasizes the spirit of togetherness "Torang Satu Kampung" (One Village) and the opportunity for an eight-year term. The research method used is descriptive qualitative, with data collected through interviews, observation, and documentation. The results indicate that the village head's overall performance for the 2018–2026 period is in the Fairly Good category. The village head has compiled comprehensive planning documents and implemented various physical development projects such as roads, clean water facilities, and house repairs, as well as administratively secure financial management. However, performance has been suboptimal due to numerous unfulfilled plans due to limited funding, poor building quality due to weak oversight, financial reports that are difficult for residents to understand, and community participation limited to physical labor. The biggest problem is the lack of a maintenance system for development outcomes, threatening the sustainability of the program. Supporting factors for performance include a strong culture of mutual cooperation, the availability of Village Funds, local government support, and the commitment of village officials. It was concluded that the village head has fulfilled his primary duties and functions, but has not yet met maximum performance standards, particularly in transparency, oversight, and sustainability.
