Metode pendekatan yang ditawarkan untuk mengatasi persoalan mitra yakni penyuluhan, pelatihan, pendampingan dan evaluasi; Contoh sampel ikan roa asap yang diperiksa di Balai Riset dan Standardisasi Industri Manado diperoleh nilai yang memenuhi syarat SNI, seperti Kadar air 11.31%, protein 78,16%. Dengan adanya Program Kemitraan Masyarakat pada Kelompok Pengolahan ikan Roa Asap di Desa Bahoi Kecamatan Likupang Barat Kabupaten Minahasa Utara Propinsi Sulawesi Utara, Masyarakat dapat membentuk/mengembangkan kelompok masyarakat wirausaha yang mampu mengolah ikan Roa Asap yang berkualitas dengan bahan bakar yang tidak merusak lingkungan mangrove
