Article processing charges, when applicable, support legitimate publication activities and do not influence editorial screening, peer review, reviewer recommendations, or decisions to accept or reject a manuscript.

Payment Conditions

Editorial Independence

Editors and reviewers evaluate manuscripts on the basis of originality, academic quality, methodological rigor, ethical compliance, relevance to the journal's Focus and Scope, and contribution to government and political studies. The ability or inability of an author to pay a publication fee must not affect peer review or the scholarly assessment of a manuscript.

Waiver or Reduction Requests

Authors who face genuine financial constraints may contact the journal before payment is requested to ask whether a waiver, reduction, or other arrangement is available. Any request will be considered confidentially and separately from the peer-review and editorial decision-making processes.

A waiver or reduction is not automatic and depends on the journal's official policy, available resources, and the circumstances of the request. Requests submitted after payment has been completed may not be eligible for consideration.

Refund and Withdrawal

Authors should not withdraw an accepted manuscript without a valid reason after publication production has begun. A request for withdrawal must be submitted in writing and will be evaluated by the editorial team.

Whether a payment is refundable depends on the stage of production, services already performed, the reason for withdrawal or cancellation, and the journal's officially approved refund policy. Authors should obtain written clarification before making payment when necessary.

Fee Transparency

The journal will communicate applicable charges clearly before payment. Authors should not be asked to pay an unpublished or informal fee. Any optional service, additional charge, tax, or special production cost, if applicable, must be explained and agreed upon transparently before it is incurred.
