Publication Ethics

Eksekutif: Jurnal Ilmu Pemerintahan is committed to maintaining the integrity, credibility, transparency, and quality of scholarly publishing. Ethical standards are applied to protect the reliability of the scholarly record, sustain public trust in research findings, and ensure that authors, reviewers, and editors receive appropriate recognition for their contributions.

This policy applies to all parties involved in the publication process, including authors, editors, editorial board members, reviewers, and the publisher. All allegations of research or publication misconduct will be evaluated fairly, confidentially, and according to the available evidence, regardless of whether they arise before or after publication.

Core Ethical Principles
Integrity
Research and publication activities must be conducted honestly and without improper influence.
Fairness
Editorial decisions must be impartial and based on scholarly merit, relevance, and ethical compliance.
Transparency
Policies, contributions, conflicts of interest, funding, and material use of AI tools must be disclosed clearly.
Accountability
All participants remain responsible for their actions, decisions, statements, and contributions to the published record.
Unacceptable Publication Practices
Plagiarism. Manuscripts must contain original work and provide proper acknowledgment of all ideas, words, data, images, and materials derived from other sources. Plagiarism, including unattributed copying and inappropriate paraphrasing, is prohibited.
Duplicate or Concurrent Submission. A manuscript must not be published elsewhere or simultaneously submitted to another journal. Authors who build on their own previous publications must cite them and explain the manuscript's new contribution.
Data Fabrication and Falsification. Fabricating data, falsifying research results, manipulating images, misrepresenting methods, or omitting material information that changes the interpretation of findings is prohibited.
Citation Manipulation. References must be relevant to the manuscript. Citations included primarily to inflate the citation count of an author, editor, reviewer, institution, or journal are unacceptable.
Improper Authorship or Attribution. Every listed author must have made a substantial scholarly contribution, approved the final manuscript, and accepted responsibility for the work. Contributors who do not meet authorship criteria should be acknowledged appropriately. Guest, gift, and ghost authorship are prohibited.
Redundant or Fragmented Publication. Authors must not divide one study inappropriately into several manuscripts or republish substantially similar findings without transparent justification, cross-reference, and editorial approval.
Undisclosed Conflicts of Interest. Authors, reviewers, and editors must disclose personal, institutional, professional, or financial relationships that could influence the research, peer review, or editorial decision.
Artificial Intelligence Generated Content

Artificial intelligence tools, including large language models, cannot be listed as authors because they cannot take responsibility for the work, declare conflicts of interest, or manage copyright and licensing obligations. Human authors remain fully responsible for the accuracy, originality, references, analysis, and ethical compliance of the manuscript.

When AI tools materially contribute to writing, image or graphical production, data collection, coding, or analysis, the authors must disclose the tool, version where available, purpose, and manner of use in the Methods, Acknowledgments, or another appropriate section. Routine spelling, grammar, and general language-editing tools do not normally require disclosure when they do not generate substantive scholarly content.

Responsibilities of the Parties
Authors
Authors must submit original and accurate work, acknowledge sources, disclose funding and competing interests, obtain necessary permissions and ethical approvals, protect participant confidentiality, and cooperate with editorial inquiries or corrections.
Editors
Editors must make fair and independent decisions, protect confidentiality, avoid conflicts of interest, select qualified reviewers, address allegations impartially, and issue corrections, retractions, or other notices when required.
Reviewers
Reviewers must provide objective and timely assessments, protect confidential material, identify relevant uncited work, avoid personal criticism, disclose conflicts of interest, and decline assignments outside their competence.
Publisher
The publisher supports editorial independence, maintains the journal's ethical and technical infrastructure, preserves the scholarly record, and cooperates in investigating and resolving substantiated ethical concerns.
Handling Alleged Misconduct

The journal will examine credible allegations without unnecessary delay and will provide the relevant parties with an opportunity to respond. When appropriate, the journal may request supporting data or documentation and may consult the authors' institutions, ethics committees, funders, or other competent bodies.

Depending on the seriousness and stage of the case, action may include suspension of editorial processing, manuscript rejection, withdrawal of acceptance, publication of a correction or expression of concern, retraction of a published article, notification of relevant institutions, or temporary restrictions on future submissions. Decisions will be proportionate to the available evidence and documented by the editorial team.
